[Attention] The Interim Measures For The Management Of National Key R&D Plans Were Issued
Recently, the Ministry of Science and Technology and the Ministry of Finance jointly issued the revised Interim Measures for the Management of National Key Research and Development Plans, which proposed that national key research and development plans should adhere to the world's scientific and technological frontier, the main battlefield of the economy, the major national needs, and the people's life and health, and focus on funding major social welfare research related to the national economy and the people's livelihood, which is related to the core competitiveness of the industry The strategic, fundamental and forward-looking major scientific issues, key common technologies and product research and development, as well as major international scientific and technological cooperation of the overall independent innovation capability and national security, strengthen the cross sectoral, cross industry and cross regional R&D layout and collaborative innovation, and provide sustainable support and guidance for all major areas of national economic and social development.
The Measures consists of 7 chapters and 37 articles, including general principles, establishment of key special projects, management of project organization and implementation, management and summary acceptance of key special projects, diversified investment and fund management, supervision and evaluation.
The Measures mentioned that relevant departments, institutions, local governments, enterprises, etc. have studied and put forward key special motions. The Ministry of Science and Technology, after organizing demonstration and comprehensive balance according to the requirements of the project establishment management procedure, forms the proposal for proposed project establishment (including special name, main responsible unit, overall objective, implementation cycle, etc.), and submits it for approval according to the procedure. For the topic selection motion with urgent needs, the "one issue, one discussion" method is adopted to accelerate the start according to the requirements of rapid response and flexible deployment. For sudden and urgent national scientific and technological needs, establish a special response mechanism quickly.
Select advantageous scientific research teams nationwide, give full play to the backbone role of national strategic scientific and technological forces, and carry out coordinated research; Highlight the main role of enterprise scientific and technological innovation, and promote the deep integration of industry, university, research and application; Create a good environment for scientific and technological innovation and fully stimulate innovation vitality. Focus on the major problems to be solved, define the task objectives, take the major landmark achievements as the traction, and implement the whole process objective management; Strengthen the assessment of key nodes, strengthen the "practicality" of scientific and technological achievements, and accelerate the formation of real productivity and industrial competitiveness.
The Measures also require that the main responsible unit responsible for the organization and implementation of key special projects should strengthen the innovation of the organization and implementation mechanism, and select the best project undertaking units nationwide through a variety of project selection methods such as competitive selection, targeted entrustment, phased rolling support, etc., which can adopt the "show off", "horse racing system", "chain owner system", young scientist projects Long term projects and other organizational models. The revised Measures emphasize that the special acceptance should adhere to the achievement orientation, focus on the evaluation of major landmark achievements and achievements transformation and application, and strengthen the objectivity, pertinence and scientificity of acceptance evaluation by means of test platform verification, real application scenario assessment, user unit assessment, etc.
The main responsible unit should give full play to the advantages of relevant fields, industries and industries, create good conditions for the transformation and application of project achievements, coordinate and mobilize policies and resources in all aspects, and accelerate the transformation and application of project achievements and the iterative upgrading of products through scenario construction, government procurement, financial support and other ways. The Ministry of Science and Technology, together with the main responsible unit, shall organize follow-up evaluation on the transformation and application of achievements within three years of project acceptance.
The Measures also proposed that we should adhere to the principle of diversification to raise funds, strengthen the central local linkage, government enterprise linkage, guide the joint investment of local, enterprise, financial capital and other social funds, and support relevant departments and institutions to strengthen the whole life cycle and whole chain scientific and technological financial services for technology-based enterprises undertaking related projects on the basis of the central financial support.
In accordance with the principle of "combination of decentralization and management, and equal rights and responsibilities", we will simplify budget preparation, delegate budget adjustment power, implement the "lump sum system", "negative list" and other ways to expand the autonomy of scientific research funds management, reduce the burden of scientific research personnel and stimulate innovation.
