The plan is clear, focusing on promoting new industrialization, focusing on large-scale equipment upgrading, implementing the technological transformation and upgrading project of the manufacturing industry, focusing on digital transformation and green upgrading, and promoting high-end, intelligent and green development of the manufacturing industry.

In order to implement the decisions and arrangements made by the Party Central Committee and the State Council, and promote equipment renewal and technological transformation in the industrial field, the following implementation plan is formulated.

1、 General requirements

For industries where production equipment such as industrial machinery, agricultural machinery, construction machinery, and electric bicycles are at a medium or low level as a whole, we will accelerate the elimination of backward and inefficient equipment and outdated equipment that has exceeded their service life. Focus on promoting industrial machine tool industry to update machine tools that have been in service for more than 10 years; Agricultural machinery industry updates flexible cutting, forming, welding, manufacturing and production technology and equipment; The construction machinery industry updates oil presses, bending machines, outdated production lines and online testing equipment; The instrument industry updates CNC processing equipment, calibration equipment, etc; The textile industry updates short process textile equipment such as rotor spinning machines, spinning machines, automatic winders and other cotton spinning equipment; The electric bicycle industry updates automatic welding robots, automatic spraying and drying equipment, electric or pneumatic assembly equipment, insulation withstand voltage tester, cyclic charge discharge tester, etc.

5. Accelerate the construction of intelligent factories. Accelerate the deep integration of the new generation of information technology with the whole process and all elements of manufacturing, and promote manufacturing technology breakthrough, process innovation, lean management, and business process reengineering. Promote the deep application of new technologies such as artificial intelligence, the fifth generation mobile communication (5G) and edge computing in manufacturing, and form a batch of typical scenarios such as virtual testing and debugging, digital process design, and intelligent online detection. Promote equipment networking and digital link of production links, realize production data connectivity, manufacturing flexibility and intelligent management, and build a digital workshop. Carry out intelligent upgrading around the whole manufacturing process such as production, management and service, optimize the organizational structure and business process, and build an intelligent factory. Give full play to the role of the industrial Internet identity analysis system, guide leading enterprises to drive the synchronous transformation of upstream and downstream enterprises, and create a smart supply chain.

6. Strengthen the construction of digital infrastructure. Accelerate the large-scale deployment of industrial Internet, Internet of Things, 5G, gigabit optical network and other new network infrastructures, and encourage industrial enterprises to transform their internal and external networks. Build a fusion system of industrial basic computing resources and application capabilities, accelerate the deployment of industrial edge data centers, build edge computing facilities for specific scenarios, and promote the coordinated development of "cloud edge" computing power. Increase the supply of high-performance intelligent computing, and build intelligent computing centers at the nodes of computing power hubs. Encourage large group enterprises and industrial parks to establish distinctive industrial Internet platforms.

(3) Implement green equipment promotion action

7. Accelerate the green transformation of production equipment. Promote the promotion and application of energy-saving and environment-friendly green equipment in key energy consuming industries and key links. The iron and steel industry has accelerated the ultra-low emission transformation of the existing blast furnace, converter, electric furnace and other whole processes, striving to achieve Class A environmental performance; Building materials industry focuses on pollution reduction, carbon reduction, energy conservation and consumption reduction in existing cement, glass, building sanitary ceramics, glass fiber and other fields, and improves equipment and technology related to raw material preparation, kiln control, grinding and crushing; The non-ferrous metal industry has accelerated the upgrading and transformation of green, efficient and environmentally friendly equipment such as efficient and stable aluminum electrolysis, green and environmentally friendly copper smelting, and renewable metal smelting; Key light industries such as household appliances accelerated the upgrading of secondary and higher energy efficient equipment.

8. Promote energy efficiency upgrading of key energy consuming equipment. According to the Advanced Level of Energy Efficiency, Energy Saving Level and Access Level of Key Energy using Products and Equipment (2024 Edition), we will focus on improving energy efficiency, promote the upgrading of boilers, motors, transformers, refrigeration and heating air compressors, heat exchangers, pumps and other key energy using equipment in industries and other fields, and promote the application of energy-saving equipment with energy efficiency level II and above.

9. Accelerate the application of solid waste treatment and water-saving equipment. Focusing on the major industries producing industrial solid wastes, we will update and transform the processes that produce high industrial solid wastes, upgrade the equipment and facilities for comprehensive utilization of industrial solid wastes and renewable resources, and improve the level of economical and intensive utilization of industrial resources. For petrochemical and chemical industry, steel, building materials, textile, paper making, leather, food and other industries that have issued national standards for water intake (consumption) quota, promote industrial water conservation and wastewater recycling, transform industrial cooling and recycling systems, wastewater treatment and recycling systems, and update a batch of cooling towers and other equipment.

(4) Implement actions to improve the intrinsic safety level

10. Promote the safety transformation of old petrochemical and chemical plants. Promote the application of continuous, micro reaction, high gravity reaction and other process technologies, reactor optimization control, predictive maintenance of pumps and other digital technologies, and update old coal gasification furnaces, reactors (kettles), distillation towers, pumps, heat exchangers, storage tanks and other equipment. Properly resolve the safety risks such as large process risk of old devices, high failure rate of moving equipment, and leakage of static equipment, and improve the intrinsic safety level of the industry.

11. Improve the intrinsic safety level of the civil explosion industry. Focusing on promoting the technical upgrading of the production line of industrial explosives and industrial electronic detonators, with the goal of unmanned hazardous work posts, we will implement the projects of "mechanized replacement and automation reduction" and "robot replacement", and increase the promotion and application of safety technology and equipment. Focus on upgrading and reconstruction of fixed production line of industrial explosives, on-site mixed explosive production point, on-site mixed explosive truck, detonator loading and assembly production line, etc.

12. Promote the application of advanced and applicable safety equipment. Increase the promotion and application of safety equipment in key areas, and promote the upgrading, transformation and equipping of safety emergency monitoring and early warning, fire fighting systems and equipment, safety emergency intelligent equipment, personal protective equipment, etc. at the social level. Promote the application of advanced and reliable safety equipment around key scenarios such as industrial production safety accidents, earthquake geological disasters, flood disasters, urban waterlogging disasters, urban special scene fires, forest grassland fires, emergency life rescue, community and family safety emergencies.

3、 Safeguard measures

(1) We will increase fiscal and tax support. We will increase financial support for equipment renewal and technological transformation in the industrial sector, and include qualified key projects into the central budget for investment and other financial support. We will increase tax incentives for special equipment for energy and water conservation, environmental protection, and safe production, and include digital and intelligent transformation in the scope of incentives.

(2) Strengthen standard leadership. Set up special re loans for scientific and technological innovation and technological transformation, and guide financial institutions to strengthen support for equipment renewal and technological transformation. Give play to the role of the national industry finance cooperation platform, prepare the guidance plan for technological transformation and upgrading of industrial enterprises, strengthen the docking between banks and enterprises, recommend key technological transformation projects with financing needs to financial institutions, and increase the medium and long-term loans for manufacturing.

(4) Strengthen factor guarantee. Local governments are encouraged to strengthen the guarantee of element resources for enterprises' technological transformation projects, include the land and energy use involved in technological transformation projects into the priority guarantee scope, and promote the commitment filing system for technological transformation projects that do not add new land and focus on equipment renewal, and simplify the preliminary approval procedures.

The competent departments of industry and information technology in each region shall take the lead in organizing and implementing the equipment renewal work in the industrial field in their respective regions.
