Recently, the Wuhan white paper on quality in 2007 was officially promulgated by the office of quality revitalization committee of Hubei province and the Municipal Bureau of quality and Technical Supervision jointly formulated by Wuhan Municipal Bureau of quality and technical supervision.

The white paper shows that the quality of agricultural products, building materials and building decoration materials, energy products, furniture products and consumer goods in Wuhan is basically stable.

The white paper mainly releases 5 categories of quality: products, engineering, services, environment and special equipment that are closely related to the people.

The results of spot checks showed that most of the products produced in Wuhan met the standard requirements in 2007, and the pass rate of spot checks remained at a high level.

Among them, ethanol gasoline, diesel and other energy products were all eligible for spot checks for 2 consecutive years. The passing rate of food and beverage sampling was 5.7 percentage points higher than that in 2006, and the passing rate exceeded 90%. This shows that after the food safety is strongly emphasized, especially after the 4 months' product and food safety special rectification actions in the second half of last year, the food quality and safety situation in the city has improved significantly.

The pass rate of furniture products and daily consumer goods increased significantly compared with that of 2006.

The qualified rate of textile clothing and leather products was the lowest, only 84.4%, which was 6.2 percentage points lower than that in 2006. The disqualification of fiber content and logo, color fastness and pH value are the main reasons that affect the overall pass rate.

In 2007, the processed food and beverages, building materials and building decoration materials were listed as the key supervision products, and all food, beverage and building materials enterprises were supervised and spot checked. The number of enterprises and batches that supervised spot checks accounted for 36.7% and 58.7% of the total number of enterprises and batches in the year.

It is understood that compared with the two aspects of China's developed cities and economic and social development needs, the white paper points out the gap between the quality of Wuhan.

It is mainly manifested in the fact that the overall quality competitiveness of industrial enterprises is not strong, and the quality problems of some production (business) products are more prominent. The quality and safety situation of agricultural products is grim. There are hidden dangers of quality and safety in construction projects. The quality of service needs to be improved, and the quality revitalization mechanism needs to be improved.

In this regard, the white paper puts forward 4 specific countermeasures and measures: first, in depth implementation of quality improvement projects, and promote the strategy of quality win.

We should establish and improve the quality improvement mechanism of "government promotion, departmental linkage, enterprise initiative, technology driven and social interaction", strictly implement quality evaluation and quality tracking system, and organize the statistical work of quality competitiveness index.

Encourage high-tech enterprises and manufacturing enterprises with independent intellectual property rights to participate in various standardization activities at home and abroad, and accelerate the pformation of mature technology with independent intellectual property rights into international, national or industrial standards.

Enterprises should be encouraged to work out enterprise standards that are competitive and higher than national standards.

Second, we should strengthen the building of "brand Wuhan" and vigorously implement the brand strategy.

It will promote the adjustment of industrial structure through the combination of cultivating independent brands and introducing famous brands both at home and abroad.

Through the brand incentive policy and brand promotion application, promote enterprises to enhance the awareness of striving to create famous brand.

The incorporation of brand-name products into the government procurement catalogue will give priority to helping Chinese famous brand manufacturers to establish technology centers at or above the provincial level.

By developing pillar brand and cultivating characteristic brand, we can promote enterprises to become bigger and stronger.

Third, we should actively build "harmonious Wuhan" to ensure quality and safety.

We must establish and improve a long-term mechanism and comprehensively strengthen supervision over product quality, food safety and special equipment.

We should establish a sound safety emergency response mechanism, improve the responsibility system for anti-counterfeiting, and focus on the safety supervision of special equipment in use.

Fourth, continue to promote the construction of "credit Wuhan" and enhance the credibility of the product market.

We should improve the quality credit legislation system, combine government guidance with enterprise self-discipline, combine the fight against fake and shoddy illegal activities with the promotion of social integrity mechanism, and speed up the establishment of a system of trustworthiness, dishonesty and punishment, and the illegal blacklist system of quality violations.
