State Owned Enterprise Profit Budget

State-owned enterprise

Yesterday, the NPC deputies and Chongqing mayor Huang Qifan believed that the 15% profits of state-owned enterprises could be turned into the government budget for the livelihood of the people.

"Profits are basically rotten in the pot."

Yesterday morning, the delegation of the Chongqing delegation of the National People's Congress examined the plan report and the budget report.

In his speech, Huang Qifan will focus on the division of state-owned enterprises cake.

The previous budget report shows that in 2011, the central state owned capital business income was 76 billion 502 million yuan, and the expenditure was 76 billion 954 million yuan, of which the public budget was allocated to 4 billion yuan for social security.

Compared with the central enterprises in 2011, 917 billion 300 million yuan.

Net profit

The number of "4 billion yuan" is evaluated as "too little" by public opinion.

Huang Qifan said, now the situation is that state-owned enterprises have profits, "basically rotten in the pot."

He suggested that "no matter how much profit the state-owned enterprises make, for example, 15% of their profits will be turned over to the finance unconditionally and become a budget, and become the source of national public service funds."

Huang Qifan said that state assets are universal and his profits are shared by all. "If its profits become public budgets of finance, it can be used to support people's livelihood and support infrastructure."

"I feel that if the profits of 10000 billion yuan, state-owned enterprises pay 150 billion yuan, this is taken for granted."

As mayor of Chongqing, Huang Qifan used Chongqing to give an example. "In Chongqing, maybe my mayor is more ruthless. I ask that in 2015, if the state-owned enterprises have 50 billion yuan in profits, they should pay 30% of the real money to finance, so that the financial services for the whole people will be equivalent to the realization of this concept."

Disapprove of "declining" state owned enterprises

Huang Qifan expressed disapproval of the voice of state-owned enterprises in the society.

Huang Qifan believes that, on the one hand, we need to affirm the great role of state-owned assets. On the other hand, (in the face of social challenges), we should not talk much about helping him to speak.

"He's like an underground worker. He's dirt rich.

He did a good job, but his reputation was poor.

Heated discussion on the two sessions

Li Jinhua: people do not feel that state-owned enterprises are universal.

Yesterday, when CPPCC Vice Chairman Li Jinhua discussed the government's budget report, he pointed out that the majority of the profits of the central enterprises should be turned over to the state.

Li Jinhua said that state-owned enterprises are enterprises owned by the whole people, and the vast majority of profits should belong to the state.

Li Jinhua said that the national social security fund is now a drop in the bucket.

But some state-owned enterprises have quite a lot of money in their hands.

He believes that the profits of state-owned enterprises should be subsidized by various means.

"Now state-owned enterprises do not feel that the state-owned enterprises are universal."

Li Jinhua said.

For the community for the central enterprises to make more money, but not enough feedback Society questioned.

Yesterday, Zhang Guobao, former CPPCC National Committee member and former deputy director of the NDRC, said that most of the proceeds of the central enterprises were dominated by enterprises themselves. Now that part of the profits must be handed in to a certain proportion, it is used to give back to society.

The question about the society is not enough for the central enterprises to give back to the society.

Zhang Guobao said that the central enterprises also did a lot of things silently, such as rush to repair the power grid during the Wenchuan earthquake.

Zhang Guobao believed that

Central enterprises profit

A part should be handed in.

But how much should be paid?

Members of the Xu Shanda Committee said that the post tax profits after making state owned business capital could be considered as a source of social security funds.

"We must have a part of the best way to share the fruits and share the fruits for the whole people to supplement the social security fund", which will play a good role in the development of the country.
