In the past thirty years since reform and opening up, China has become the second largest manufacturing country in the world, and labor-intensive industries have played an irreplaceable role in the process of making China bigger and stronger.

However, with the continuous adjustment of economic structure, labor intensive industries are facing difficulties in increasing prices of raw and auxiliary materials, appreciating RMB and raising labor costs.

He said that the traditional manufacturing industry like textile and garment industry can not change the status quo of making profits by human cost at all times. Enterprises have an urgent desire to pform and upgrade, but they are still exploring ways to upgrade and upgrade.

In this process, the support of the government is particularly important.


"First of all, policy support."

Gao Dekang said, "for the research and development of key technologies needed by labor-intensive enterprises, the government should set up special funds to support them."

Gao Dekang hopes that the government can give financial support to labor-intensive enterprises, such as relaxing and simplifying the loan conditions and approval procedures of labor-intensive enterprises, setting up special preferential loans to promote the development of labor-intensive enterprises, and promoting direct financing of labor-intensive enterprises to the financial market.


Under the global trend of increasing costs and declining profits, most of the labor-intensive enterprises lacking their own brands and core technologies are in a tight encirclement. Especially since the new year, "recruitment difficulties" and "labor shortage" have once again made these enterprises "very hurt".

Gao Dekang believes that although a large proportion of the graduates from domestic colleges and universities have gone to the township level enterprises, most of them "only want to participate in the upper management and do not want to be engaged in the first line production".

Most of the workers in labor-intensive industries do not go to university due to various reasons, and lack of professional or vocational education. This seriously hampers the improvement of labor productivity and product quality.

"The state should start from the actual situation of China, vigorously develop secondary vocational and technical education, comprehensively improve the quality of secondary vocational and technical education, and cultivate more qualified, excellent and high-quality industrial workers for enterprises."


Gao Dekang also suggested that we should uphold the principle of "fair treatment, rational guidance, perfect management and good service", and gradually establish the registration system of residence and identity card management system to replace the household registration system, and establish a social security system covering housing, health care and unemployment relief for workers in the whole society.

"In the layout of primary and secondary schools, the government should also give full consideration to the enrolment of migrant workers, so that migrant workers can enjoy the fruits of local reform and opening up and economic development."
