   With the rapid change of China's population situation, the "family friendly policy" supporting parents to raise children has become an important social issue. In the textile industry where labor resources are scarce, it is particularly important to promote a more humane enterprise management system and corporate culture. Recently, the reporter learned from the China Textile Industry Federation that in order to accelerate the development of new quality productivity, solidly promote the construction of the textile industry team, build a family friendly workplace, and help industry workers achieve decent work and comprehensive development, the establishment of "Family Friendly Factories, FFF) project has achieved phased results.
   The Family Friendly Factory (FFF) project is an important activity launched by the China Textile Industry Federation under the framework of the UNICEF Family Friendly Workplace. The project was supported and guided by the All China Federation of Trade Unions, and reached a consensus of cooperation with textile and clothing brands and their supply chain enterprises, aiming to create a more inclusive working environment from all aspects of the value chain, help value chain members establish family friendly enterprise systems and culture, and enhance the cohesion, sense of gain and happiness of textile industry employees, Improve the competitiveness of the textile industry.
   In the early stage, the project team identified the project needs through research and visits to more than 30 enterprises in 9 provinces and cities and questionnaire surveys, and formulated the Implementation Guide for Building a Family Friendly Workplace in the Textile Industry, which provides guidance for industry enterprises from the operational level by implementing and promoting family friendly policies in the workplace. At present, 11 enterprises have participated in the pilot project. Based on this guide, relevant systems have been designated and improved, and family friendly factory practices have been carried out.

   The industry creates a new dimension and sets up a responsibility performance benchmark
   At present, China's textile and clothing industry employs about 20 million people, of whom more than 60% are female employees, most of whom are at the age of marriage and childbearing; On the other hand, the new generation of workers are significantly different from the old generation in terms of interest demands, value orientation, ideas, etc. The textile manufacturing industry is facing more and more serious difficulties in attracting the new generation of skilled workers.  
   Family and its members are the "assets outside the factory" of the enterprise. Family responsibilities such as childbirth, care and old-age care directly affect employees and enterprise performance. A "family friendly" workplace environment will release more potential for the sustainable development of the enterprise and even the industry. On the other hand, the international community has a series of requirements and standards for the working environment of textile and clothing supply chain enterprises, aiming to ensure that the rights and welfare of employees are protected.
   Providing infant care for families has become the consensus of governments, enterprises, public sectors and grass-roots communities. China has incorporated the policy of establishing family friendly workplaces into its population development strategy. China Textile Federation is keenly aware of this trend and its challenges to the industry, and actively explores solutions. As a key driving factor for the implementation of equal opportunities in the workplace and support for women's work, the family friendly policy helps to improve working conditions and social welfare. Based on this, the FFF project team was established by the responsible office of China Textile Federation to actively help textile enterprises integrate family friendly policies into enterprise management and help enterprises build family friendly workplaces.
   Sun Ruizhe, president of China Textile Federation, pointed out that we should take ecological value and people's livelihood value as the core and consolidate industrial responsibility. China Textile Federation will continue to deepen and enrich the social responsibility work of the industry, realize, safeguard and develop the legitimate rights and interests of industrial workers, and build harmonious labor relations. We should guide enterprises to play a major role in the construction and reform of industrial workers, consciously safeguard the legitimate rights and interests of industrial workers, and actively build a family friendly corporate culture and system. Jointly promote the protection of employees' rights and interests and the construction of corporate culture, set up a model for the industry to fulfill its social responsibilities, and promote the high-quality and sustainable development of the textile industry.

   Multiple joint efforts and achievements emerge
   Since 2023, the project team has gone to Henan, Shandong, Jiangsu, Zhejiang, Fujian, Guangdong, Guangxi, Shanghai, Chongqing and other key producing areas of the textile and clothing industry, investigated 34 Chinese factories and enterprises in the international textile and clothing supply chain, and organized more than 900 employees to participate in the questionnaire survey. For the 11 pilot enterprises, in the form of on-site visits and remote guidance, combined with the actual development needs of the enterprises, we worked together to develop long-term optimization plans, internalized relevant laws, regulations and policies such as paid maternity leave, paternity leave, breastfeeding leave into enterprise management, helped enterprises establish and improve family friendly management mechanisms, so that employees can truly enjoy the rights and benefits granted by law, Make the enterprise more in line with the trend and requirements of international sustainable development.
   H&M、PUMA、 Amour, LINDEX, Anta and other well-known brands, together with 11 outstanding suppliers, participated in the first phase of the project. By August 2024, all 11 pilot enterprises had completed the system revision, and formulated a "family friendly policy" suitable for their own enterprises according to the Guidelines for the Implementation of Family friendly Policies for Textile and Garment Enterprises issued by China Textile Federation and in combination with the characteristics of enterprises.
   For example, the average age of employees in Rongcheng, Gaozhou is 39 years old, and the proportion of employees with children in their families is up to 93%. In this regard, the enterprise has launched the "school leave" welfare system, allowing eligible employees to enjoy half a day of paid leave each semester to accompany their children to complete school registration. In the spring of 2024, a total of 104 employees will enjoy this benefit, and the enterprise will provide employees with 416 hours of "school leave" accumulatively. This holiday is conducive to the family school communication of employees' children, and also promotes the family harmony of employees.
   In the autumn of 2023, Putian Xinlong helped 71 employees' children who moved with them to attend public schools, and applied to the local government to provide 206 low rent houses at subsidized prices for dual employee families, which improved the living conditions of employees and greatly reduced the economic burden of renting houses for employees.
   Through a questionnaire survey, Jiangsu Maoyuan found that more than 24% of enterprise employees expect to implement flexible working system, and 62% of employees put forward demands due to family factors such as picking up and seeing off children. In combination with the actual production situation, the enterprise has set up an "off line process" with flexible working system, which solves the employees' worries about the inconvenience of picking up and sending children.
   Changting Anta has set up a "four o'clock school" for employees' children. After school, parents can send their children to the company's four o'clock school, with special teachers to watch and guide their homework. During the summer vacation, the enterprise will open a 2-month summer care class for employees free of charge: hire professional qualified teachers, and the curriculum includes not only homework guidance, but also calligraphy classes, mental abacus, scientific experiments, etc. At the same time, it will provide children with convenient meals and lunch breaks. These measures greatly facilitate employees and solve their worries.

   Love your family and your enterprise, and have responsibilities and responsibilities
   With the in-depth practice and comprehensive promotion of the project team, the project has formed an advocacy system covering government departments, industry organizations, international supply chain and other forces. China's textile and clothing industry is the first industry in China to systematically carry out corporate social responsibility work and continue to practice the UN's sustainable development goals.
   The "family friendly" workplace actively advocated by UNICEF can not only eliminate the worries of parents and employees, and enable children to grow happily and healthily, but also help improve the production efficiency of enterprises and attract and retain more talents. Only through cooperation between the public sector and the private sector and joint commitment to family friendly policies can we make lasting contributions to children and the whole society. The FFF project of China Textile Federation places the well-being of children at the core of the project to ensure that the achievements of the project benefit children's development.
   Today, more and more textile enterprises are beginning to realize the value of implementing family friendly policies, and changes are taking place. Increasing investment in family friendly policies can benefit families, enterprises, industries and even the social economy. Under the leadership of the responsible office of China Textile Federation, the project team actively sought for the work combination and entry point, especially in calling for and improving more effective and universally applicable policies on maternity leave, paternity leave, parental leave, high-quality care, childcare, etc., elaborately planned and deployed, coordinated and promoted the implementation, and laid a solid foundation for promoting the long-term development of the textile industry as a family friendly enterprise, It highlights the historical responsibility and era value of China's textile industry.
