After years of continuous efforts, the development of chemical fiber industry has continuously stepped to a new level, laying a solid foundation for the comprehensive construction of chemical fiber power. In order to promote the high-quality development of the chemical fiber industry, form an industry chain supply chain with stronger innovation force, higher added value, more safety and reliability, and build a chemical fiber power in an all-round way, in April this year, the Ministry of industry and information technology and the national development and Reform Commission jointly issued the guiding opinions on the high-quality development of chemical fiber industry (hereinafter referred to as the Guidance Opinions).

In 2021, China's chemical fiber output will reach 65.24 million tons, accounting for more than 70% of the world's; Chemical fiber accounts for 85% of textile fiber processing; For the first time, the income of chemical fiber industry exceeded the trillion yuan mark, and the export volume of chemical fiber products exceeded 5 million tons. Four enterprises entered the world's top 500, and there were more than 30 listed companies in the chemical fiber industry.

It has 22 national enterprise technology centers and about 30 industrial innovation public service platforms. The national advanced functional fiber innovation center will be established in 2019. New breakthroughs have been made in major fiber technologies in the industry. Conventional fibers have maintained the international leading level, some high-performance fibers have reached the international advanced level, and the new solvent method cellulose fibers have been industrialized. The digital transformation has achieved remarkable results. The popularization rate of digital operation and management of chemical fiber enterprises and the numerical control rate of key equipment have reached more than 70%. Digital scenes such as intelligent detection and intelligent packaging have been promoted, and intelligent factories, intelligent workshop benchmarks and industrial Internet platforms have been built.

The industry concentration has been further improved, and the total capacity of 10 leading enterprises in the industry accounts for more than 60% of the total scale. The layout of central and western regions has been accelerated. The quality and scale of green fibers such as bio based fiber, degradable fiber, recycling and coloring of stock solution are among the top in the world. 31 enterprises have been evaluated as green factories of MIIT, 52 products have been awarded green design products of MIIT, and 39 enterprises have passed green fiber and product certification.

The global production factors dominated by developed countries are flowing at a high speed, the globalization of optimized allocation is facing retreat, and the position of industrial chain security, knowledge-based and digitalization of industrial chain in industrial layout has increased significantly, According to the current situation, the high-quality development of chemical fiber industry in the "14th five year plan" has three prominent constraints.
