Recently, the Environmental Protection Bureau of Wujiang District of Suzhou City, Jiangsu Province issued a notice. Due to the excessive content of antimony in Tai Pu Lake, all enterprises limited production by 50%, and the time of resuming normal production was announced.

Antimony plays an important role in the textile industry. It is an important part of the antimony halide flame retardant system. It is also a common catalyst for producing polyester fibers. The limitation of production is mainly related to the textile printing and dyeing enterprises in Ping Wang town of Wujiang district.

Public information shows that there are 778 textile enterprises in Ping Wang Town, of which 15 are chemical fiber production enterprises. Among these 15 enterprises, there are 5 polyester filament production enterprises, with an annual capacity of 1 million 250 thousand tons, and 5 polyester staple production enterprises, with an annual capacity of 70 thousand tons. In addition, there are 4 cotton spinning enterprises with an annual capacity of 700 thousand yuan. There are about 706 weaving enterprises, 60 thousand water jet looms, 5 billion tons of chemical fiber cloth each year, 4000 air-jet looms, and an annual output of 300 million meters. After dyeing and finishing, there are 43 enterprises, with an annual output of 3 billion meters of finished cloth. There are 14 garment enterprises, producing 8 million kinds of underwear and clothing.

Insiders pointed out that, according to past experience, the limited production measures caused by single index exceeding the standard often do not last for a long time, so long as the index returns to normal, the corresponding measures will end.

"The impact of this reduction on our dyeing plant is relatively small, because the current operating rate of the factory itself is about 5%, so the recent regulation has no impact on the production capacity." "At present, some of our dyeing factories have begun to limit production, but the company's orders are limited, so all work is done as usual." In June 15, 2017, the printing and dyeing plant in Wujiang District stopped producing 50% of the antimony content of the Tai Pu River.

In June 25, 2017, the Wujiang area was also over alert because of the antimony index, and all the printing and dyeing enterprises ceased production.

In August 4, 2018, due to the excessive concentration of antimony in the control sections along the Tai Pu River, the Environmental Protection Bureau of Wujiang District stopped polluting the printing and dyeing enterprises and related sewage treatment plants.

This time, the printing and dyeing enterprises are limited by the excessive production of antimony in Tai Pu Lake. Is it a relapse or a chronic disease?

Insiders pointed out that due to the homogenization of the textile industry, many products caused fierce competition among enterprises. In order to win the favor of downstream brands, many upstream manufacturers would choose to squeeze profit margins and make products more competitive. However, the production cost of an enterprise can not be reduced too much. Reducing the cost of environmental protection has become a method adopted by many enterprises. Especially in this year's poor market situation, this has become a "routine operation".

In addition to the limited production of textile enterprises in Wujiang, recently, the Foshan Ecological Environment Bureau of Guangdong Province announced that it will continue to strengthen the inspection of enterprises, and plans to close the relocation of some printing and dyeing enterprises by the end of this year. 3 textile enterprises in Changshou City, Jiangsu Province, were also found to be in breach of the law because they were punished over 250 thousand yuan for illegal activities without environmental approvals.

"It can not be denied that individual enterprises do exist illegal activities, resulting in environmental pollution, which makes people feel very sad. For these enterprises to find one place, they should manage one place. But as far as I know, some enterprises punished are actually supporting environmental protection policies, but they do not know how to transform them. The person in charge of printing and dyeing enterprises, who did not want to be named, told reporters that during her communication with her colleagues, some enterprises had asked some questions about the use of environmental protection equipment by the local authorities, but the answers from the relevant departments were rather vague.

Fortunately, however, this situation is becoming less and less.

Recently, the Xiuzhou District of Jiaxing, Zhejiang province has launched a pilot project to carry out the treatment of odor and exhaust gases from printing and dyeing enterprises. With the aim of shutting down a batch of batches and renovating a number of works, we formulated the" odor and waste gas remediation technology plan "according to the requirements of" one enterprise and one plan ", and designed a customized version for every printing and dyeing enterprise. "Under the double pressure of the epidemic and the traditional off-season, if the punishment is relatively rigid, it may have a greater impact on the production and operation activities of enterprises." Another industry insider suggested that printing and dyeing enterprises could discharge excessive standards or other irregularities and credit interest rates, or use green supply chain means to allocate market resources to those willing to be responsible and responsible, so that enterprises have the will and ability to do well in pollution prevention and control, energy conservation and emission reduction, and the profits may be even higher.
