In March 17th, the four day "2020 spring national textile and Garment Industry Park video research conference" entered the third scene. The Yunnan special video research conference was held successfully. The contents of this conference include the operation of all the parks in Yunnan in 2019, the opening of the parks in Yunnan in 2020, and the new prediction, new measures and new directions to promote the upgrading and development of Yunnan's parks in the future.

Yang Jun, executive vice president of the China Textile Industry Management Association, Wu Rongtao, director of the consumer goods industry division, Yunnan Province, Dehong, director of Beijing Liaison Office of Beijing people's Government in Yunnan Province, Xu Jun, director of Yunnan Baoshan Light Textile Industrial Park, Wu Haiguo, director of Yunnan Hui Yi Weaving Co., Ltd., Wu Haiguo, Dehong general manager, deputy general manager of industrial Limited by Share Ltd, Wang Bing, Tian Wang Yachao, Professor of Management School of Tianjin Polytechnic University, and Bai Limin, director of the Work Department of China Textile Industrial Park, attended the meeting. The meeting was chaired by Wang Jinjun, deputy director of the China Textile Union Industrial Park office.

Baoshan Textile Industrial Park

Planned and organized introduction of weaving and dyeing enterprises

The location of Baoshan Textile Industrial Park, Baoshan industrial and Trade Park, is one of the 61 provincial-level industrial parks in Yunnan province. It is the hub of the Southern Silk Road, with a full range of infrastructure facilities and convenient transportation.

Xu Jun, director of Yunnan Baoshan Light Textile Industrial Park, said in the video research that the textile industry in Baoshan was developing steadily in 2019, and the spinning and weaving enterprises in the park accounted for 70%, and the clothing and shoemaking enterprises were developing step by step. At present, 11 enterprises have invested and produced in Baoshan, and 11 enterprises have achieved 1 billion 260 million output value in 2019.

Xu Jun also pointed out that the biggest constraint on the development of Yunnan's textile industry is the incomplete industrial chain, the lack of weaving and dyeing and finishing enterprises, especially the links of dyeing and finishing. In 2019, the representative of the park organization went to Zhejiang for investment promotion, and inspected weaving, dyeing and finishing related enterprises. In the next stage, the park will continue to attract investment and make clear investment targets. Under the premise of ensuring environmental safety, we will introduce the weaving and printing and dyeing enterprises in a planned and organized way, and improve the industrial chain.

Xu Jun said that under the outbreak of the epidemic situation, the park enterprises took all the efforts to prevent and control production, effectively promoted the resumption of work and resumed production, and resumed work and resumed production in good condition. By the end of February, all employees in Baoshan had been resumed, and the capacity had been restored by about 90%.

It is worth mentioning that the Baoshan Mandalay Miao Da Economic and trade cooperation zone project is also progressively advancing, and the factories, warehouses, product exhibition centers and integrated service centers of overseas parks are also being built.

Dehong Free Trade Zone

Giving full play to frontier advantages and vigorously developing the market

In 2019, China (Yunnan) free trade pilot area Dehong area was set up. It will focus on the development of cross-border production capacity cooperation and other industries, and create a new era of open border area, China Burma economic corridor and even the gateway hub of Bangladesh China India Myanmar economic corridor. Dongfang International, Henan Yu Fa group, YOUNGOR and other textile and garment enterprises have begun to invest in the construction of free trade zones while seeking new directions for development.

Zuo Youlin, director of the Yunnan Provincial People's government's investment liaison office in Beijing, said that during the epidemic period, Dehong had stepped up its prevention and control efforts. Except for the imported diseases in Hubei, there was no local infection in Dehong. Therefore, the resumption of work has not been greatly affected after 90% years. Because the workers in the local textile and garment investment enterprises are mainly Burmese workers, enterprises will strictly guard every step of entry and recovery, and eliminate hidden dangers. According to statistics in 2019, the number of Burmese workers in Ruili, Dehong is no less than 30 thousand, and the whole state of Dehong uses a conservative estimate of 100 thousand workers.

Zuo Youlin pointed out that investment promotion is also progressing smoothly. Dongfang International has signed investment contracts with the FTA, and cooperation projects are being gradually promoted; cooperation between Henan Yu Fa group and FTA is also gradually advancing; investment projects in YOUNGOR and FTA are also steadily advancing.

Turning to the advantages of the Dehong Free Trade Zone, Zuo Youlin pointed out that the labor cost of labor in Dehong free trade area is low, and the cost of electricity and water consumption is low. It is suitable for labor-intensive industries to invest and develop. The export advantage is obvious, and the foreign trade market is broad. In the future, the free trade area will continue to promote the infrastructure construction of the park. We should go up to the policy to provide benefits for the enterprises and help the textile and garment industry and enterprises develop steadily.

Zhang Feng Industrial Park in Longchuan County

Effective response to crisis, safety recovery and productivity enhancement

In recent years, the Management Committee of Longchuan County Industrial Park has done a solid job in attracting investment from the park under the leadership of the county Party committee and the county government. It has introduced a group of high-quality projects with "big investment, strong driving force and good efficiency", landing on Zhang Feng light industry textile characteristic industrial park.

Founded in 2014, Dehong Zheng Xin Industrial Limited by Share Ltd, located in Zhang Feng Industrial Park of Longchuan County, is a key project in Longchuan County's industry poverty alleviation and investment promotion, and is also the only deep-processing enterprise in the county. Wang Bing, deputy general manager of the company, said that since the outbreak of the epidemic situation, the epidemic prevention and control in the park has been doing very well. Up to now, no suspected or confirmed cases have appeared. Therefore, the environment for the resumption of the enterprises in the park is safer. Since the company resumed, although the production capacity reached the highest level in 2019, it still has a certain gap with the expected value of the original plan. It is estimated that the company's capacity will increase by 40% on the basis of the highest level in April.

Wang Bing said that although there were no epidemic situations in the parks and enterprises, the development of enterprises was still affected and lost to a certain extent. On the one hand, the delivery of goods in time in 2 and March will result in a certain amount of compensation and loss of production. On the other hand, although the government supports the resumption of enterprises and the resumption of production, enterprises will strictly implement the policy and requirements for resuming work in strict accordance with the regulations. However, the policy of "7 days stamping" on the border is inconsistent with the policy of "14 days of keeping away from home", which, to a certain extent, also caused the company's manpower and material resources to eliminate. Consumption. At present, the border has opened a special channel for enterprises, and the contradiction has been solved.

Ruili Industrial Park

Advance planning, epidemic prevention and development two

In the face of the epidemic, the Ruili Industrial Park plans ahead, and proposes that "we should win the epidemic prevention and control, and make a comprehensive plan for the resumption of production in the park enterprises". We must firmly grasp the prevention and control of the epidemic situation and the economic development, and make sure that the two are correct.

Yang Hongliang, director of the Ruili Industrial Park Management Committee, said that in view of the resumption of enterprises, Ruili Industrial Park is strictly reporting approval, improving epidemic prevention preparations, doing good health registration, strengthening control of entry and exit, and reducing the risk of infection. At the same time, the Ruili Industrial Park strictly requires that enterprises must make "five needs" before resuming work and resume production, and must set up a leading group for prevention and control. They must closely monitor their employees' dynamics, must control the epidemic prevention and control and the responsibility of the main body of production safety, must do a good job of disinfection and cleaners in all factories, and have to isolate the personnel from the key areas of the epidemic situation, and do "Five Prohibitions". It is strictly forbidden to wear masks to enter workshops and other public areas, strictly prohibit discarding medical wastes such as masks, and strictly prohibit employees from returning to work in advance without segregation, and strictly prohibit employees from dining in the mess hall, and strictly prohibit concealment, omission and fraud.

At present, the park has been fully promoting the preparation of enterprises to resume production. Although epidemic prevention and control is facing a common problem, the park management committee has acted quickly, with high responsibilities, and has worked out various measures to make epidemic prevention and control work well to escort enterprises' resumption of production. Now there are 25 remanufacturing enterprises and 4 rehabilitation projects.

Yunnan Province Industrial and commercial bureau consumer goods industry department

Focus on epidemic prevention and control, help enterprises to switch production

Wu Rongtao, director of the first class director of the consumer goods industry department of Yunnan Provincial Department of industry and commerce, introduced the development of Yunnan's textile industry in 2019 and its future policy direction.

Wu Rongtao said that in terms of scale, the textile and garment industry in Yunnan showed a slight downward trend in 2019. The main business income was 7 billion 300 million yuan, down by 4% from 2018, of which clothing declined by 7%, textile decreased by 1.6%, shoes made flat and chemical fiber decreased by 9.4%. But in 2019, the number of Enterprises above designated size increased by 7.

Affected by the epidemic, this year, the Yunnan Provincial Department of industry and information technology, the consumer goods industry department, focuses on epidemic prevention and control, and helps enterprises to switch production, so as to ensure the coordination of production and control. At present, the production of medical protective materials has increased significantly, the production capacity has increased significantly. The mask has increased from 70 thousand days to 800 thousand days. It not only alleviated the shortage of protective materials, but also filled the gaps in the production of medical protective clothing in Yunnan.

In addition, the Yunnan Provincial Department of industry and information technology, the consumer goods industry department, focuses on the situation of enterprises' resumption of work and re production, and understands the rate of attendance. Focuses on Baoshan Hengfeng Textile Technology Co., Ltd., YOUNGOR (Ruili) Co., Ltd. and other enterprises to resume work details.

Wu Rongtao said that at present, the Yunnan Provincial Department of industry and information technology, the consumer goods industry division, is also actively coordinating the resources of all sectors, and plans to introduce printing and dyeing enterprises to contribute to the improvement of Yunnan's textile industry chain.

Association voice

Multidimensional thinking and exploring new directions for development

According to the introduction of the park leaders, representatives of the park enterprises and the heads of relevant departments, the guests attended the discussion to understand the development trend of Yunnan's textile industry and explore the development direction of Yunnan's textile and garment industry.

Bai Limin, director of the Work Department of the China Textile Industrial Park, inquired about Yunnan's policy support for the development of the textile and garment industry in 2020, regulations on large-scale events, printing and dyeing indexes, operation of cross-border industrial parks, and investment policy.

Wang Jinjun, deputy director of the work office of the China Textile Industrial Park, said that from the development of the National Park, the lack of printing and dyeing links is not only a problem encountered by Yunnan Industrial Park, but also many central and western industrial parks are restricted by the printing and dyeing links, and the industrial chain is hard to get through.

Wang Jinjun pointed out that the Kaiyuan Economic Development Zone of Yunnan province can import printing and dyeing enterprises, mainly due to the power plants near the park. Longfeng County, Zhang Feng Industrial Park and Dehong Free Trade Zone want to introduce printing and dyeing enterprises to solve the steam problem first. We should regard steam as an important planning direction. Secondly, logistics is the key issue for enterprises to enter Yunnan's development. How to get through the Sino Burma channel and expand a broader market is the key to the development of Yunnan's textile industry.

Yang Jun, executive vice president of the China Textile Industry Management Association, pointed out in his concluding remarks that the central industry is an extension of the eastern industry relying on the local labor force and the market, and that the western industry is mostly relying on national policies to promote industrial transfer and development. Yunnan is actively integrating into the "one belt road initiative" and the "Bangladesh China Burma economic corridor", strengthening cooperation in infrastructure, resource capacity, market, talent and other fields, opening up overseas markets, and building a "going out" platform for export oriented enterprises settled in Baoshan.

Yang Jun said that the development of the textile industry in Yunnan is not enough to rely on the local economic strength, and we should also plan for the future under the state's policies and policies. First, we must seize the labor resources such as Burmese workers; two, we should make rational use of the rich natural resources such as water, electricity and linen; three, we must maintain the stability of the management system and strengthen the management's attention to the industry.
