On the 1 th of August 2019, the US president said through the social platform that he would impose a 10% tariff on the list of US $300 billion in September 1st.

In August 13, 2019, the office of the United States trade representative announced a new adjustment. The 300 billion list was divided into two parts. One part added 10% tariff in September 1, 2019 and the other 10% in December 15, 2019.

Of the 300 billion list released by the United States, 55101000 is located within it, equivalent to 55041090, 55041010, 55041029, 55041021 of China's tariff code.

Viscose staple fibres (55041090, 55041010, 55041029, 55041021) exported a total of 372 thousand and 900 tons in 2018, accounting for more than 10% of the total output, 55041029 of which accounted for 76.80% of the total export volume, 55041090 accounting for 17.33% of total exports, 55041010 55041010, and 17.33% occupied.

Viscose staple fibres (55041090, 55041010, 55041029, 55041021) exported to the United States in 2018 totaling 37248 tons, accounting for 10% of the total export volume. It is not difficult to see from the above table that the number of other non combed viscose staple fibers (55041090) and wood combed fire-retardant viscose staple fibres (55041021) exported to the United States account for a large proportion.

In terms of flame retardant viscose staple fiber, the world's flame retardant viscose staple fiber production is mainly concentrated in China's three friends of Tangshan, Shandong Hailong, Shandong Silver Eagle three, and other domestic Jilin chemical fiber, foreign Lan Jing, Bola also have some production, but the amount is relatively low. Therefore, the flame retardant viscose fibers imported from abroad are still coming from China. Foreign enterprises are relatively limited, and there are no more choices for foreign investors. For this 10% tariff, domestic manufacturers and foreign importers are expected to have little pressure on finishing due to appropriate allocation. Therefore, it is not expected to significantly affect the number of flame-retardant viscose staple fibers exported.

The largest exporters of other non combed wood non flame retardant viscose staple fibers (55041029) are mainly Islamic countries such as Indonesia, Pakistan and Turkey. In 2018, the total number of exports to the United States amounted to 2772 tons, accounting for only 0.97%. The specific effects may come from exchange rate changes and the development of textile industry in these countries.
