Central Asia is an important partner for China to build the "one belt and one road" initiative. In recent years, with the further development of the "one belt and one way" initiative, new progress has been made in the capacity cooperation between China and Central Asian countries. In order to further understand the development of the textile industry in Central Asian countries, the feasibility of China and the Central Asian countries in textile production capacity cooperation, in 2018, the International Trade Office of the China Federation of textile industry, the textile industry branch of the China Council for the promotion of international trade, and the China textile international capacity cooperation enterprise alliance commissioned Donghua University to complete the research project on the investment environment of the textile industry in Central Asian countries.

In January 17th, the project "Research Report on the investment environment of textile industry in Central Asian countries" was released in Beijing. At the press conference, Wang Hua, the head of the project and chief researcher of the international cooperation development research center of the textile industry in the Donghua University, carried out a detailed interpretation of the report.

Project research is of great significance.

Under the framework of the Silk Road Economic Belt and the SCO, how do Central Asian countries cooperate with China's textile industry? How can China's textile and garment industry invest in Central Asian countries? What is the investment environment of textile and clothing industry in Central Asian countries? This report elaborates on related issues.

Wang Hua said at the press conference that with the initiative of "one belt and one road", the exchange of production, teaching and research between China and Central Asia textile industry is becoming more and more close. In the "along the way" Silk Road Economic Belt, Central Asia is the starting point and core area. Central Asian countries have abundant reserves of natural resources such as oil and natural gas, cotton varieties and large output. The flourishing animal husbandry industry can provide high-quality wool cashmere raw materials, and its silk industry has great potential. Compared with Central Asian countries, China has an absolute advantage in textile processing and contributes to the industrialization of Central Asian countries. How to carry out productivity cooperation is worth discussing deeply.

At present, the new textile industrial park in Central Asia is being planned and implemented in an orderly way. In October last year, Uzbekistan harvested cotton from China's technology cultivation, yielding two times its traditional farming methods. The Central Asian international cotton joint laboratory project is planned to be built in 3 countries including Uzbekistan, Kyrgyzstan and Tajikistan. The project of Tajikistan textile industry park in the central tower is also advancing in an orderly way. At present, Jiangsu Jinsheng Group invest in Uzbekistan to build the international Uzbek park. The Group invested 240 thousand spindles in the compact spinning project. The first phase 120 thousand spindles were put into operation in July 2017, and the two phase project has already started. The project is located in the state of the state of the state of the state of Uzbekistan in the state of caccad. The project covers an area of 30 hectares, with a total investment of US $200 million.

Wang Hua also stressed that investment in Central Asia's textile and clothing should be rational and prudent. Textile enterprises must seriously study investment projects, identify investment risks, attach importance to religious and ethnic issues in Central Asian countries, and financial and legal risks.

This report adopts interdisciplinary research and other methods to deeply analyze the investment environment and industrial characteristics of Central Asian countries. The report is divided into 8 chapters, followed by "analysis of natural textile raw material resources in Central Asian countries", "textile industry structure and layout in Central Asian countries", "textile and garment Market Research between the Silk Road Economic Belt and Central Asian countries", "study on foreign investment law of five Central Asian countries", "study on investment environment of Central Asian countries", "construction of textile and apparel industrial park in Central Asian countries", "foreign exchange management policy of five Central Asian countries", "opportunities and challenges of textile production capacity cooperation between China and Central Asian countries".

The report shows that in the Central Asian countries, Uzbekistan's cotton textile, knitting and garment industry, Kazakhstan's wool and wool textile industry, Turkmenistan's cotton and wool textile industry, Kyrgyzstan cashmere industry, cotton textile industry, and Tajikistan cotton textile industry have broad prospects for cooperation, which deserves attention from Chinese textile enterprises.

For the advantages of investment cooperation among Central Asian countries, the report points out that in recent years, Turkmenistan's economic growth has always been the first place in Central Asian countries, and its economic strength is second only to Kazakhstan in five Central Asian countries. The government of Kyrgyzstan has implemented multiple preferential measures for the newly established textile and garment enterprises. Tajikistan is the first country in the world to sign a memorandum of understanding with China on promoting the Silk Road Economic Belt. Both the government and enterprises in Tajikistan have shown strong desire and desire for cooperation in China.

At the end of the report, it is suggested that the target mode of Chinese enterprises investing in Central Asian countries should start from the supply and demand relationship of resources and the technological differences in manufacturing industry, and at the same time, we must understand central Asia from multiple perspectives.

The release of "Research Report on the investment environment of textile industry in Central Asian countries" meets the dual needs of the sustainable development of China's textile and garment industry and the global positioning of China's textile and garment industry, which is of great significance for inheriting Silk Road civilization and accelerating the industrialization of the Silk Road Economic belt.
