The provinces, autonomous regions, municipalities directly under the central government and municipalities directly under the central government, the sub provincial capital cities, the Xinjiang production and Construction Corps, the industrial and informatization departments, and the central enterprise groups:

In order to implement the guiding opinions of the State Council on deepening the integration development of manufacturing industry and the Internet (No. 28 of national development No. 2016), we accelerated the construction of the "double innovation" platform for the manufacturing enterprises and the upgrading of the supporting capability of the "double innovation" service platform. On the basis of the first batch of pilot projects for the "double innovation" platform of the manufacturing industry, we decided to organize the declaration work in 2018.

The following matters are hereby notified as follows:

I. overall objectives

Around the 4 fields of "double innovation" platform + factor convergence, + capacity opening, + mode innovation, and regional cooperation (a total of 9 directions, see Annex 1), we selected several pilot projects with good industrial application foundation, broad prospects for development and strong driving force, supported the construction and application promotion of "double innovation" platform in manufacturing industry, and nurturing a number of new modes and formats of manufacturing based on Internet.

Two. Reporting body

The main body of project declaration includes manufacturing enterprises, information technology enterprises, Internet companies, telecom operators and research institutes for the manufacturing industry.

The declaration body should be registered in People's Republic of China and has an independent legal person qualification. It has good economic strength, technological research and development, and integration and innovation capability.

Three. Declaration requirements

(1) the selection of pilot projects in 2018 includes 4 fields and 9 directions. Each declaration body limits 1 projects, and the declaration direction of each declaration item is not more than 3.

It has been selected in the 2017 "double innovation" platform pilot project of the manufacturing industry and has been supported by the central financial fund through other channels, so it can not participate in the declaration of this project.

(two) industrial and information departments and central enterprise groups are responsible for project recommendation.

The number of pilot projects recommended by the departments of industry and information technology by the provinces, autonomous regions and municipalities directly under the central government is not more than 8.

The number of pilot projects recommended by the departments of industry and information technology of the municipalities directly under the central government, the vice provincial capital cities and the Xinjiang production and Construction Corps is generally not more than 4.

The number of pilot projects recommended by the central enterprise group is generally not more than 2.

Priority is recommended through the two fusion management system to assess the main body declared projects.

(three) before the end of July 2018, please submit the relevant materials of the recommendation items to the Ministry of industry and information technology (information technology and Software Services Division) by mail or confidential.

The materials submitted include the recommendation letter issued by various industrial and information departments or the central enterprise group, the summary list of recommended items (list of recommended items in the recommended order), and the declaration for the pilot project of the "double innovation" platform in 2018 (see Annex 2).

To declare 1 directions, we must submit two copies of the paper version of the project declaration, four directions in 2 directions, six copies in 3 directions. The electronic version is submitted by e-mail. The name is "recommended unit sorting sequence number - project name - declaration body name - declaration party direction".
