Enterprises should strengthen the training of inspection and quarantine personnel, technicians and production management personnel, actively participate in the training activities of local inspection and quarantine institutions, and keep abreast of them.

The dynamic information of inspection and quarantine institutions constantly strengthens and improves self inspection activities of enterprises.

Second, apply the WTO rules to properly solve the environmental trade disputes: as a developing country, China should actively apply the WTO rules to oppose the abuse of green barriers.

When other members take restrictive measures on China's export commodities, we should first conduct an active investigation to determine whether the foreign measures are in line with the WTO rules.

If it is indeed the other party making "green barrier", it should argue with the foreign parties in consultation and negotiation according to the rules of the WTO agreement.

The WTO dispute settlement mechanism has both judicial characteristics and strong flexibility. It encourages members to settle disputes through consultation.

That is to say, the judicial way of the dispute settlement mechanism of WTO is the backing of negotiation and the final choice of dispute settlement.

Through the accumulation, introduction and innovation of production technology, the embarrassment of China facing green technology barriers is fundamentally changed.

We should strengthen the technology and quality control in the production stage and reduce the pressure after entering the circulation field, especially the improvement of the utilization ratio of raw materials and the disposal of pollutants after the production process.

Attention should be paid to the accumulation of technology in the production stage and the upgrading of technology and industry on the basis of technology accumulation.

For example, to set up internal green barriers, to guide enterprises to develop towards the direction of technological accumulation, to set certain standards for enterprises in terms of resource utilization and environmental impact, so that China's export products can be assessed by China's own standards before entering the international market, and the competitiveness of enterprises can be cultivated through internal quality and technological control.

The implementation of eco textile certification system requires the formulation and improvement of China's textile ecological standards and relevant regulations.

In 2001, China issued "Textile General safety technical requirements", "general and special technical requirements of ecological textiles", and several textile ecological standards such as HJBZ30 2000 eco textiles drafted by the State Environmental Protection Administration, indicating the importance of China's ecological textiles.

In March 23, 2007, the National Standardization Conference was held. In 2008 and in the coming period, the National Standardization Management Committee will speed up the construction of ten key areas, including textile and clothing safety.

Nevertheless, China's standards still have some gaps with the latest international laws and regulations, such as color fastness, odor, water fastness and sweat fastness, which are lower than those stipulated by the most authoritative eco textile standard 0eko - TexStandard100 in the world.
