Cotton Policy: The Way To Distribute Target Price Subsidies
According to the spirit of Document No. 2014 of China, [5], combined with the actual situation in Xinjiang, 10% of the total annual subsidy can be used to pay part of the subsidy to the basic farmers in the four prefecture (Akesu, Kashi, Ke Zhou and Hotan) in the southern Xinjiang, including the village collective motor land contractor, and the 90% to pay part of the subsidy to the actual growers in the region.

Subsidized object
Part of the allowance for sale is the actual cotton growers in the whole region.
It mainly includes: basic farmers and local state-owned farms, judicial farms, army farms, non-agricultural companies, large growers and other forms of ownership of cotton producers (hereinafter referred to as agricultural production and operation units).
Part of the subsidy target is only four basic farmers in southern Xinjiang.

Declaration and audit of planting area
The Agriculture Department of the autonomous region is responsible for revising the implementation plan for statistical verification of cotton planting area in the autonomous region (Trial Implementation).
According to this plan, the four prefectures in the southern Xinjiang should rationally establish the local basic farmers' area and verify the operation methods.
At the same time, the standard of intercropping area should be distinguished from different tree age, crown and variety for fruit cotton, grain and cotton intercropping.
The planting area of cotton should be announced by growers.
At the beginning of June, the basic farmers declared the cotton planting area to the villagers' committee. The village level was verified publicly, the township (town) was rechecked, the county (city), the prefecture (prefecture) two levels self check, the autonomous region and the prefecture (state) jointly checked and verified that it was identified.
The agricultural production and operation units declare the cotton planting area to the agriculture, finance, statistics and land departments of the county where they are located, and at the same time issue the land use map, the actual planting of the plot and other materials.
The county (city) people's government has organized agriculture, statistics, land and judicial departments to verify comprehensively, and the autonomous region and prefecture (state) jointly conduct spot checks and verification.
After verification and confirmation of cotton planting area, the people's Government of the township (town) people's government and the villagers' committee enter the basic farmers' planting information in the Xinjiang cotton management information platform (hereinafter referred to as the information platform), and the county level agricultural departments enter the agricultural production and operation units planting information in the information platform.
Planting information should consist of basic information of subsidized beneficiaries and relevant stakeholders of basic farmers and agricultural production and operation units, and cotton planting area verified and identified.
Agriculture, land, statistics, National Bureau of statistics, Xinjiang Investigation Corps and other departments should strengthen the statistical investigation of cotton acreage for payment.

(three) seed cotton sale
Basic farmers and agricultural production and operation units will hand over seed cotton to cotton processing enterprises qualifying by the autonomous region. Cotton seeds purchased by cotton processing enterprises should obtain regular invoices or purchase invoices according to law.
Cotton processing enterprises should faithfully input information such as gross weight, unit price, lint percentage, moisture regain, impurity rate and settlement weight of seed cotton in cotton seed processing plant, and remark the invoice information of relevant information, and sign the cotton planting households after signature.
(four) statistics of sales information
The next year, January 31st, the deadline for the sale of information statistics, cotton farmers should sell seed cotton to cotton processing enterprises before that, and the cotton sold thereafter will not be included in the statistical scope of subsidies.
The statistical information of the sales volume was generated by the information platform, and feedback was made before February 3rd.
(five) in the public inspection of Treasury
Lint is practised in the Treasury public inspection system.
The cotton processing enterprises will deposit all the lint that is processed into the Xinjiang cotton professional supervision warehouse, which is accredited by the autonomous region. The professional fiber inspection institutions shall carry out weight inspection and packet sampling of quality inspection samples (hereinafter referred to as sampling) in the library, and conduct the instrument notarization inspection of the quality inspection samples (hereinafter referred to as the follow up instrument notarization test).
Textile enterprises purchase and process cotton for their own use. They are supervised in the warehouse of textile enterprises, and receive weight inspection, sampling and subsequent instrumental notarization.
We should guide enterprises to participate in the construction of specialized warehouses, set up supervision areas in qualified cotton processing enterprises, carry out the same regulatory requirements, and carry out professional warehousing and public inspection.
We should increase the construction of instrument notarization laboratory and match with the layout of professional supervision warehouse.
In order to ensure the smooth implementation of the supervision of cotton in the public inspection work, the central government will promptly allocate the funds for public inspection of cotton warehousing in Xinjiang to the financial departments of provinces, autonomous regions, municipalities directly under the central government and cities under separate planning.
(six) appropriation and payment of subsidy funds
Before September 30th of that year, the Ministry of Finance allocated part of the subsidy funds to the Ministry of finance according to the budgetary arrangements and the predicted market prices and Xinjiang's cotton output.
In early December, the national development and Reform Commission and the State Statistical Bureau respectively provided the average market price of cotton in Xinjiang and the cotton output in the agricultural land of Xinjiang autonomous region in written price to the Ministry of finance, and the Ministry of Finance paid the surplus subsidy to the autonomous region within one month after receiving the price and production data.
The autonomous region's fiscal revenue is set aside by 5% of the total amount.
Establish and improve the pre subsidy mechanism.
After the national pre subsidy funds are put in place, the Finance Department of the Autonomous Region shall, according to the total amount of the central government's pre appropriated subsidies, deduct 10% of the reserved funds, and the statistical data of the cotton planting area of the basic farmers in the southern Xinjiang autonomous region approved by the people's Government of the autonomous region and the cotton seed sale statistics in the region, and calculate the pre allocated subsidy standard and the pre allocated subsidy standard for the sales volume of the four mu, and draw up the allocation plan of cotton target price subsidy funds with the development, reform, agriculture, land and statistics department.
The subsidy fund allocation scheme was deliberated by the leading group of Xinjiang cotton target price reform pilot work and reported to the people's Government of the autonomous region for approval. The Finance Department of the autonomous region is responsible for the allocation of subsidy funds.
By the end of February next year, the autonomous region's finance department will, in accordance with the total amount of the remaining subsidies of the state liquidation and the statistical information of the basic farmers' cotton planting area in the southern Xinjiang autonomous region approved by the people's Government of the autonomous region and the sales volume before January 31st next year, together with the development, reform, agriculture, land and statistics departments to draw up the Subsidy Plan for cotton target price in various prefectures (cities and cities).
Among them, the target price subsidy standard (yield part) of special cotton (including long staple cotton and colored cotton) is 1.3 times the target price subsidy standard (yield part) of upland cotton.
The planting area and yield of special cotton were separately counted and reported separately.

The Finance Department of the autonomous region is responsible for the allocation of subsidy funds.
The township (town) financial departments and the county (city, district) financial departments combine the basic data of the information platform and the tax documents provided by the cotton growers, and cash the subsidy funds to the cotton growers in the form of "one card" or other forms.
Implementation of cotton target price subsidy information publicity system.
The subsidy information of basic farmers' cotton planting area and seed cotton sale volume is fully publicized at the village level, and the relevant information of the agricultural production and operation units is publicized at the township and County Agricultural Bureau of the planting area. The publicity time is no less than 5 working days. During the public announcement period, the county (city) and township (town) discipline inspection and supervision organs are responsible for supervising the publicity process.
Publicity contents include planting information, cotton planting area information, sales volume information, etc. the township (town) people's government and County Agricultural Bureau collect and preserve public image data.
