Even if the enterprise can get the quota on time in November, it will not catch up with the Christmas business opportunities, and even can not guarantee that the products will be shipped to the United States before the quota expire in January 1, 2009.

In October 30th, the Ministry of Commerce's tender committee released the 2008 annual announcement of the third agreement on bidding for us textiles. A total of 3757 enterprises were eligible to tender for the agreement and participated in the "last battle" of textile quotas.

The enterprises participating in the bidding shall apply to the local commercial authorities before November 1st.

The tender office is expected to announce the preliminary bid results in November 14th, and the official bid results will be announced by the Tender Committee on the website of the Ministry of Commerce.

But at the same time, a few weeks ago, some of the most popular quotas in the US dropped rapidly this week.

Data show that since October 27th, USA347 (cotton men and women, men and women, Tong Changku, slacks, shorts) dropped from $3.4 to $2.8 / dozen; USA352 (cotton and chemical fiber underwear) dropped from 1.6/ to $1.18 / dozen, and USA332 (cotton, wool, synthetic fiber socks) dropped from $1.5 to 1.2 dollars / dozen, while USA338 (cotton knitted shirts) fell from 1.2 US dollars to 1.05 dollars / dozen.

It is only two months away from the quota cancellation at the end of the year, and the quotas will be further downward.

According to us customs statistics, this year, Chinese enterprises have run out of 67.7% of the annual quota.

Prior to that, the Ministry of Commerce's foreign trade division has said that the third round of bidding can only be carried out after the verification of enterprises with abnormal export performance has been completed.

The industry is worried that if the remaining quotas can not enter the market in time before "scrapped", it will cause enterprises to take orders due to cost factors and thus affect the delivery date of Christmas.

This worry is likely to become a reality.

According to convention, the cycle of textile and garment enterprises from raw materials to export is usually 60 to 75 days.

Even if the enterprise can get the quota on time in November, it will not catch up with the Christmas business opportunities, and even can not guarantee that the products will be shipped to the United States before the quota expire in January 1, 2009.
