It is common in construction, sales, spanportation, post and telecommunications industries. Where the main body is legitimate, production and operation are normal, labor contracts and collective contracts have been signed, and enterprises in special industries participating in social insurance and other conditions have applied to the labor insurance department. After examination and approval, special working hours system can be implemented. That is to say, the salaries of employees are paid according to the labor quota or other assessment standards. When employees work overtime, enterprises can not pay overtime fees according to law.
