Textile Industry Two Sessions

On the eve of the production, we made a search for textile this year.

The questionnaire of positive factors involves ten questions, including the investment plan of this year's business, the judgement of the general trend of the industry, the expectation of the policy environment, and the prediction of the driving force of the industry.


During the two sessions held this year, we distributed the questionnaire to the national textile and apparel enterprisers.

These enterprises, which are represented by members, have a certain scale in the industry, many of them are listed companies, and they are the leading force in some subdivision fields.


By the end of the deadline, we have collected 21 complete response questionnaires, of which 19 were from the National People's Congress, 2 from the CPPCC National Committee, and 4 from the NPC.


From these questionnaires, we perceived the "intuition" of the industry's leading force in the development of textile and garment industry this year.


On the big stage of the "two sessions" on the state affairs, some of their views will affect the development of the industry this year.

Some of their actions will also help the development of the industry as a whole.


Survey one: enterprise's willingness to invest in industry this year


Question 1: is there any investment plan in the industry in 2011? (Dan Xuan)


Of the 21 members who participated in the survey, 18 had chosen investment plans in related industries, 2 chose not, and 1 chose to look at the operational situation in the first half of this year.


This shows that the members of the committee are optimistic about the investment opportunities in the industry this year.

Yao Minhe, chairman of Anhui hang Jia silk Co., Ltd., and Hunan, chairman of the board of directors of the group, Luo Meiyuan, are not the representatives of the industry investment plan.

Lu Yaping, chairman of the Jiangsu Yalong company, is the representative member who chooses to look at the operation situation in the first half of this year.

Yao Min he: our silk business has lost 8 years in 10 years. In the 2 years without loss, it will not be good for several months. On average, 10 years, our annual deficit will be about 1 million 500 thousand yuan.

Therefore, we will not have any further investment plans.


Now, our goal is to maintain the status quo. The reason why we still insist on doing silk business is the first reason is that we have started this industry and have feelings for this industry.

The second reason is that to solve the employment problem of our local residents, I come from the rural areas of Anhui. I am a local village secretary. There are many left behind women in our country. These people need employment and need such a labor-intensive enterprise.


The third reason is that our silk business is not very well sold. It needs a lot of liquidity. For example, we buy 30 million yuan every year from farmers. Now people are reluctant to do labor-intensive industries, and our equipment assets are too large to give up, so it is difficult to switch to other profitable labor-intensive industries.


Question two:


If there are inward investment plans, what are the factors that promote the investment decisions of enterprises?


In addition to the 2 representatives who clearly chose no investment plan, the remaining 19 members participated in the investigation.


The most important choice for the delegates was "confidence in the domestic retail market" and "overall outlook on industrial development". These two votes were received by 8 members.

In addition, 4 representatives thought that this year the State Council would give support policies to help enterprises invest.

The 5 member members are optimistic about the further recovery of the export market.

The 2 members chose the option of inflation demand.

Zhao Linzhong, chairman of Zhejiang resources group, chose the open answer separately. "The real opportunity is that companies have to invest."

Zhao Linzhong: we have an old army uniform recycling project this year. We have got the right to recall the old uniform. But after the old military uniform is reproduced, our profit will be much and whether it will be sold to the army again.


This project should be considered as one of our industrial upgrading projects this year. It is an opportunity for us to invest.


Zhou Xiaoguang: we believe that this year is a good time to integrate the international market and carry out great integration.


Question three:


Will the company consider selling as a whole or selling some assets this year? (Dan Xuan)


19 of the 21 delegates interviewed chose to "definitely not sell" the option, and the remaining two, Jin Jianhua, general manager of Shanghai's company, chose "not to sell". Chen Yulan, chairman of the Qingdao development group, chose the option of "preference for sale".

Among them, Chen Yulan and Jin Jianhua in this year whether there are industrial investment plan problems, are clearly indicated that there are investment plans.

In particular, Chen Yulan's tendency to sell is somewhat "contradictory" with the existence of a clear investment plan.

Chen Yulan: we can invest in our industry chain, but why we choose to sell the company, which can not be said now.

How to view the general trend of industrial development this year?


Question four:


At present, what is the most serious external obstacle to enterprises?


A total of 20 members answered the question. What is unexpected is that the most worrying problem for the members of the committee is not the "hottest" problem at present: inflation, labor shortage, exchange rate policy and the high tax and operating costs.

The "external obstacles" mentioned by the most representative members are the common market "disorderly competition". A total of 11 members chose this.

The second and third barriers were "labor shortage" and "higher taxes and fees for business operations", which were chosen by 8 representatives.

In addition, Li Rucheng, chairman of YOUNGOR group, replied that the abnormal fluctuation of cotton prices was more worrying for him.


The parties commented:


Li Rucheng: inflation can not be totally negative for enterprises. It has advantages and disadvantages.

Inflation depends on which aspect of inflation. The rise in selling price is good for our industry. The price rise of cotton has adverse effects. It can only stabilize prices through active procurement, so that exports can be maintained at a stable price.


Wan Cho Sheng: for us, the main problem now is the problem of workers. In other respects, it does not matter. At present, the government should do more housing projects, which is beneficial to the development of the industry.

Like many of our newly trained workers who did not have a house in the city, they returned to the countryside after marriage. The age of the textile workers is basically over 45 years old.

Yin Guoxin: is there a problem of labor shortage in China? My personal view is that there will not be any ten years. The population base is here.

The current employment problem is mainly aimed at coastal areas, but we can pfer industries, first pfer low-end industries to inland areas, and develop them step by step.

Before, I had calculated that the pfer could be completed in 5 years, because now it is different from the beginning of reform and opening up. At that time, there was nothing at all. Now there are management, equipment, foundation and consciousness, and the pfer will be very fast.

But for this year's situation, the upgrading of operating costs may delay industrial pfer.


I have always objected to the problem of frying labor shortage. In fact, there is no such problem. As we do not exist, there is no problem in recruiting large enterprises. There are no problems in recruitment. Many small businesses are unable to recruit people because of their irregular development.

At the national level, it may be considered that the textile and garment industry, a labor-intensive industry, has such a large gap with the basic workers. Is there still a need for vigorous development?


Question five:


For inflation expectations, can enterprises digest the adverse effects through internal development? (Dan Xuan)


13 members chose the "energy" option, which was more than half the number of the 21 representatives. The remaining 4 members said that the enterprises could not digest their inflationary effects through their own efforts. The 2 representatives chose to give up the answer, and 2 members said they could not see the situation clearly.

Chen Yulan, Yao Minhe, Chen Lifen and Yan Jianguo are the representatives who can not digest the inflationary influence through the enterprises themselves.


The parties commented:


Ji Yujun: we should not be optimistic. Cotton prices are so high and labor costs are so high that enterprises can only adjust their product structure, and the low end can not do it.


Question six:


Are there any promising investment areas in the industry this year? (Dan Xuan)


The choice of the problem is rather fragmented. The most representative member of the committee is "high tech products". However, only 6 votes are obtained. The rest of the "e-business", "land related industrial projects" and "industrial projects that can directly attract bank loans" get 3 votes respectively. Only 2 votes are chosen for the "no" option, for Yao Min he and Jin Jianhua, the rest are Li Rucheng's "shop investment", Wang Yongzheng's "anti inflation", Zhao Linzhong's "old military uniform pformation" open choice, and the abandonment of Lu Yaping and Yin Guoxin to answer the question.

Li Rucheng: YOUNGOR is not going to do industrial investment in the light of profit guidance. For example, we have our own strategic policy to invest in shops. We will increase investment in our business club plans and invest billions of dollars a year.


Question seven:


If enterprises are to choose the positive factors of industrial development this year, what will enterprises choose?


Most of the 21 members considered that they could only believe in themselves. Among them, there were 11 votes in the selection of "enhancement of their own business capabilities" and 9 votes "effective promotion of industrial upgrading".

Far exceeding expectations for market recovery and government policy support.


Mr James Tien: people have money and wear more clothes.

Demand has been increasing. The most important thing is not our policy. It is our own design, quality, service and price.

If we do well, we are not worried about the business being affected.


Jin Jianhua: I estimate that China's exports should also develop rapidly.

I went to the United States and Europe to see it. After the financial crisis, China's products dominated the local market.


Yang Sunxi: we can only rely on ourselves. The textile and garment industry is not an important industry encouraged by the state. We must rely on our own brains to find a way out.


Zhao Linzhong: the views on industrial development are urgent, worried and puzzled.

Expectations for policy environment


Question eight:


Is it optimistic that the policy of textile and garment industry will be introduced at the national level this year?


The parties commented:


Li Rucheng: now, the state's planning and support for the industry will only be "comforting", and the support of the state is unlikely, or the adjustment of its own structure.


Su Shoutang: I don't think that's a possibility. I've called for many times, but the central government has its own financial considerations.

As a result, the development of textile and garment enterprises this year will be more difficult. However, it is still the saying that the industry that has not failed is only a bankrupt enterprise.


Wang Yongzheng: it's hard to say because it's hard to see details.

The 12th Five-Year plan can only see things at the macro level, hoping to refine, materialization and differentiation.


Wu Liang Hao: I think the state will introduce some policies, because it involves some employment problems.

The textile and garment industry is implicated in the employment of tens of millions of people. Now the advantages of our clothing exports are gradually losing, and the state should also have policy support.


Ji Yujun: I hope we will not introduce policies that are more harmful to industrial development.


Qian Yuebao: it's hard to say, but the industry should try hard to win.


Jin Jianhua: I personally believe that the country will introduce some important policies in the future to support the rapid development of China's textile industry in the future.


Question nine:


Which level does the enterprise most expect the government to give the industry support?


Although most of the delegates were worried about the disorderly competition in the market, they were not too "looking forward" to give support to the government in the "market environment governance". The number of Representatives represented only 8, far behind the number one, and the "tax reduction policy" chosen by the 12 representatives was only equal to the number of votes for "labor shortage".

But it is still far higher than the "inflation resistance" 3 votes.

Yang Minde: your brand should find its own way.

The development of any enterprise should rely on its own competitiveness rather than policy.

Some enterprises never focus on upgrading themselves, but spend a lot of spirit in finding policies.


Yida is also starting from the processing enterprises. We always understand the market competition, how to strive for our own advantages, and we create these advantages from the market line rather than relying on the "take policy".

The policy is that the government gives every enterprise, not just for one person.

Why does an enterprise not think of ways to improve its management capabilities? These are your own unique platforms.

Once the policy came out, everyone benefited and the policy was fair.

I don't really agree with you when you feel bad, go to the government.


In my opinion, enterprises should also be more competitive. The government has given the market economy, and enterprises should give play to the competition and spirit of the enterprises themselves.


My father once said: entrepreneurs in Hongkong are in trouble and find ways to solve them, so the stronger our businesses are, the more we can run to other parts of the world.

Now China calls on everyone to go out, but if you really go out, who will help you in different markets? Is it necessary to support the government again? I don't think this is a strong practice.


Why not look at our advantages?

We have many advantages, for example, our domestic market has great room for development.


I hope that the government will encourage everyone to be self reliant.

Enterprises also, especially textile and garment enterprises have such a long basis, we have great advantages.

We are just an industry in pition. Our industry will only get better and better, with more and more innovations and more and more changes.


Wang Guibo: actually, we have all the policies that the government should make. If so, I think it should be a preferential tax reduction policy.


Investigation direction four:


Looking for Industry promoters


Question ten:


From the point of view of industry development, if you are to choose the most valuable industry development promoter in 2011, which Chinese enterprise do you prefer? What is the standard?


This is perhaps the most interesting question in this survey, not only because it purports to find the promoter of the industry, not just the beneficiaries.

It also depends on the selection criteria of the members.


The most promising choice is to choose themselves. 7 of the 21 members of the committee voted for their own leading enterprises: three representatives from Shandong, Wang Guibo, Chen Yulan and Ji Yujun, two representatives from Jiangsu, Lu Yaping, Yan Jianguo, Wang Yongzheng, member of the CPPCC National Committee of Tianjin and Zhou Xiaoguang of the National People's Congress of Zhejiang.


The second option is "no suitable person", a total of 6 votes. The voters are Qiu Yafu, Su Shoutang, Sun Ying an, Qian Yuebao, Yin Guoxin and Wei Xuezhu.


The third choice is to give up the answers: Chen Lifen, Li Rucheng, Jin Jianhua, Yao Min and others.


The fourth option is YOUNGOR and YOUNGOR is praised by the three NPC delegates of Luo Meiyuan, Zhao Linzhong and WAN Cho Sheng.


The last remaining vote was cast on the online brand.

Luo Meiyuan: choosing YOUNGOR is mainly based on the strong competitiveness of his products.


Qian Yuebao: now many textile and garment enterprises are doing real estate and other industries.


Sun Yingan: China's textile and garment industry is relatively scattered and not concentrated. The market share of Chinese enterprises is not big enough and has no great influence in the world.


Su Shoutang: enterprises failed to achieve continuous innovation, leading the same industry standards.


Wang Yongzheng: we are competitive internationally. We can do many businesses. We have abundant reserves of technical talents.


Wang Guibo: we are the most competitive brand enterprise.


Zhou Xiaoguang: we are the leaders in the field. The overall strength is the strongest, and all aspects, including team, channel and concept, are in the leading position.


Zhao Linzhong: YOUNGOR's strategic deployment is very good. There was no real estate business. Now, the real estate and financial businesses have done a good job. At the same time, the main business of textile and garment has not been abandoned.


Yin Guoxin: this topic is very clear. It is the promoter of the industry. But now, no enterprise has created any benefits for the industry and society. Can you see what everyone is doing now?


Yan Jianguo: we are able to stand up and have a relatively large social influence.


Lu Yaping: our cultural construction is particularly good, close, team unity, employees regard their enterprises as their own homes.


Li Rucheng: This is very difficult. I think every enterprise is promoting the development of this industry from different angles. In particular, during the period of pformation, enterprises that advocate technology brand to upgrade traditional manufacturing industries have an impetus to the industry.
