During the "11th Five-Year" period, relying on resource advantages, the development pattern of the textile industry of the regiment in northern Shihezi and South alar was formed.

Shihezi has become the main base for Xinjiang to undertake the pfer of the Eastern Textile Industry. In 2010, the scale of cotton spinning and weaving has accounted for 70% of the whole corps and 34% of Xinjiang. It has become the largest scale, the highest level of equipment, the fastest speed of development, the best economic and social benefits in the cotton and textile industry in Xinjiang and even northwest China. In 2010, it was awarded the title of "China's famous cotton textile city" by the China Textile Industry Association.

It has introduced famous textile enterprises at home and abroad, including Zhejiang Xiong Feng Industrial Group, Hongsheng group, Huafu Limited by Share Ltd, Jiangsu Huafang Textile Group, Shandong Ruyi Polytron Technologies Inc, Hailong group and Saudi Arabia Agiran brothers company.

These well-known textile enterprises, relying on the mainland market, have moved their industrial chains to Xinjiang, and have made remarkable achievements.

Through investment promotion and restructuring of state-owned enterprises, the Corps textile industry has broken the pattern of ownership dominated by state-owned enterprises for a long time. In 2010, the output value of textile enterprises made by private (controlled) textile enterprises accounted for 70% of the output value of the textile industry of the whole Corps.

During the "11th Five-Year" period, in the rapid development of the textile and man-made textile upstream industries, the dyed fabric project of Tiansheng Industrial Company and the color spinning project of Huafu started in 2009, breaking through the bottleneck of printing and dyeing that restricts the extension of the textile industrial chain of the Corps, and driving the textile industry to expand into downstream industries such as clothing fabrics and even garments, and initially formed a textile industry system supplemented by downstream textile products, such as cotton spinning and artificial textile, and textile products, such as weaving, dyeing and clothing.

At the end of 11th Five-Year, the matching rate of the cotton spinning industry was 45%, 85% and 50%, which were higher than that of Xinjiang and the national average. They increased by 18 percentage points, 53 percentage points and 37.4 percentage points respectively compared with 2005.

During the "11th Five-Year" period, while the textile industry of the BINGTUAN has made achievements, there still exist problems such as short industrial chain, low added value of products, tight employment and financing difficulties. In the study and formulation of the "12th Five-Year" industry development plan, the Corps will seriously study and take effective measures to solve it, and strive to achieve a new stage in the "12th Five-Year" period of textile industry.
