The Consumer Product Safety Commission of the United States continues to implement different provisions of the Consumer Product Safety Improvement Act and other legislation. The latest developments are summarized as follows:


It is suggested that children's tops and portable hair dryers should be listed as a major product risk.


1. ropes for children's clothes


The committee recommends that a number of children's jackets worn by wind caps, neck, waist or bottom should be listed as a major product risk and consult all walks of life as of August 2nd.

It is recommended for children's tops with neck and hood and 2T to 12 sizes, and 2T to 16 children's tops with drawstrings at the waist and bottom.


The consumer product safety improvement act authorizes the committee to make regulations to specify that certain characteristics of any consumer or consumer goods category constitute a risk of major products.


2. portable hair dryer


The committee also recommends that the portable hair blowout device, which is not in line with the voluntary protection standards UL 859 or UL 1727, be listed as a major product risk. All sectors can make comments before August 2nd.

The voluntary standard UL 859 (safety standards for household personal beauty appliances) came into effect on 1991, specifically indicating the anti immersion protection requirements for certain types of portable hair blower and other household appliances.

Similarly, UL 1727 (safety standards for commercial personal beauty appliances) details the anti immersion protection requirements for beauty appliances used by commercial personnel in commercial establishments such as beauty salons, barber shops or business studios.


The Committee estimates that over 95% of the portable hair dryers sold in the United States comply with the current voluntary standards.

In 2009, there were only 3 cases of recovery, involving 36300 pieces of portable hair blowout devices lacking in immersion protection. As for the children's jacket, there were 23 cases of recovery involving 526193 items.

It is evident from these figures that the smoked rope children's coat is more risky than the portable hairdryer and deserves more attention from the Committee.


Inspection and labelling regulation attached to product certification


The certification and inspection requirements stipulated in the Consumer Product Safety Act amended by the Consumer Product Safety Improvement Act apply to all kinds of products regulated by the consumer product safety act or other similar regulations, prohibitions or standards, and the purpose of these products is for consumption, warehousing or commercial distribution.

In addition, the Consumer Product Safety Act requires manufacturers and their own brands to issue certificates certifying that the products comply with all applicable regulations, prohibitions, standards or regulations based on product testing or reasonable test plans.

The consumer product safety act also specifies the inspection requirements for children's products, which are applicable to products regulated by children's product safety legislation.

The consumer product safety act also requires that the manufacturers or their brands of the above child products have to provide sufficient samples to the accredited third party institutions for testing so as to comply with applicable safety legislation.

In addition, the consumer product safety act also requires the committee to implement plans to make producers or their own brands label qualified consumer goods.


In accordance with the above legislation, the Committee put forward the proposed regulations to make provisions for the reasonable test plan, compliance with the law requirements and continuous testing of children's products, and consulted public opinion on this issue as at August 3rd.

The proposed regulation also covers consumer goods conforming to the certification requirements.


Conditions and regulations for testing consumer components


The Committee has made recommendations to establish conditions and regulations for consumer components to show that their products (all or parts) comply with all applicable regulations, prohibitions, standards and regulations.

These conditions and provisions apply to the following situations:


The supporting principles for the certification of children's products in the general certificate of conformity or the consumer product safety act fourteenth (d) (2) are issued.


As part of the reasonable inspection plan set out in the section fourteenth (a) of the consumer product safety act.


As part of the consumer product safety act fourteenth (d) (2), the standard and scheme for the continuous testing of children's products.

Or comply with any other regulations, prohibitions, standards, guidelines, policies or programmes related to the detection of consumer goods.
