In recent years, the production of leather shoes has shifted from the southeast coast to the West. The production layout of the domestic leather shoes industry has undergone major changes in recent years. In 1980s, the shoemaking industry moved from the developed countries to the coastal areas of China. After 20 years of development, the shoemaking industry in Zhejiang, Guangdong and other coastal areas has been quite developed and the competition is becoming increasingly fierce. In recent years, some enterprises have begun to shift their production workshops to the western regions in order to reduce the cost of production and realize the two pioneering work by making use of the resources and resources of the west, which are rich in resources and low in price.


The main reason for "moving east shoes to the west" is to reduce production costs and expand the western market. The western region has provided more than half of the country's raw resources such as cattle, sheep and pigs, which have been transported to the eastern coastal areas for a long time to be processed into leather, and then transported to the eastern leather shoes manufacturers.   Accurate positioning of shoe industry base 


Shoe industry base must be positioned before construction, is it for foreign trade shoe enterprises, or is it for domestic sales? After this is completed, we can accurately invite investment, and then grow and expand.


In 2003, the people's Government of the Bishan County formally signed a contract with AOKANG group on the construction of "West China shoe city industrial park". Invest 1 billion yuan, will set up a set of shoes production, market circulation, scientific research information, technical training and real estate development as one of the characteristic industrial park. At that time, the scale, function and technology content of the park were the most in the West.


Wang Zhentao vowed to produce more than 100 million pairs of finished shoes by 2010, and the output value will exceed 10 billion yuan, so that 50 thousand people will be employed, 100 shoe industry enterprises and 1000 supporting enterprises should be built, and the whole shoe industry in Bishan will be gathered and upgraded. Bishan is ready to stride forward with the dream of building "shoes city in Western China".


At that time, the Bishan government hoped that AOKANG's influence would blow the horn of the national shoemaking enterprises to Bishan. At the same time, with the experience of AOKANG's production and sales, Bishan's small workshops could upgrade the industry and sell their shoes to the European and American markets. However, export shoe enterprises have calculated an account. If the factory is moved to the west, the cost of raw materials and finished products will increase the production cost. Finally, AOKANG only put the domestic brand "red fire bird" production line in Bishan, and the remaining production line remained in Wenzhou. Other coastal shoemaking enterprises did not move westward to Bishan on a large scale. The grand goal of Bishan's introduction of AOKANG has been lost, and due to the decline in the overall efficiency of the industry, there are continuing reports of factories shutting down factories and shutting down businesses.


   Build shoe industry base industrialization 


"Industrialization" means that the enterprises or organizations with the same attribute can be assembled into the scale of social recognition, so as to complete the aggregate from quantity to qualitative upheaval, and truly become an important part of the division of a certain standard in the national economy. The industrialization of shoemaking includes shoes, leather, hardware, chemical industry and other upstream and downstream industrial chains. With the complete supply chain of shoemaking, the shoe manufacturing base can be developed and expanded.


In Bishan, a large number of local small and medium-sized enterprises are gathered around the western city of shoe capital and leather city. Until March 2010, there were nearly 100 small workshops on the street just 200 meters away. These small and medium-sized enterprises believe that they pay tens of thousands of yuan monthly rent to replace a place where glue and leather are neatly arranged. Therefore, only a small number of enterprises have settled down in the park. Until now, AOKANG shoes two phase of idle standard workshop area of 130 thousand square meters. The difference is that the world shoe headquarters will build a display and exchange platform and complete industrial gathering, and improve the overall public services of the industry through internal cooperation, so as to integrate development among all sectors of the industry.


According to the plan, the world shoe industry headquarters base will set up a software platform for "one hospital, two platforms and ten centers". Among them, "one hospital" refers to the Dongguan international footwear research institute. The "two platform" refers to the world footwear development forum exchange platform and the footwear industry science and technology innovation platform. The "ten center" includes shoe trade center, shoe display and purchase center, leather shoe material trading center, shoe machine and hardware accessories trading center, R & D design center, new material and new technology promotion and promotion center, brand incubation center, talent exchange training center, logistics warehousing distribution center and business supporting center. The headquarters base will eventually develop into a platform for the world's footwear industry to enter into China's technology and information, and China's footwear industry, shoe materials, shoe machines to the world trade platform and the world shoe industry technology, technology manufacturing and trade high-speed operation platform.


Adopting reasonable operation management mode 


Operation management is the planning, organization, implementation and control of the operation process. It is a general term for all management work closely related to product production and service creation. From another point of view, operation management can also refer to the design, operation, evaluation and improvement of the system for producing and providing the main products and services of the company. The shoe industry base should adopt a reasonable operation and management mode, push forward the base project step by step and plan, and constantly improve the base and planning of the base industry, so as to get rapid and long-term development.


Shoe industry bases can be operated by leasing, selling and joint ventures. The flexible operation mode will give more choices to shoemaking enterprises.


The industrial transfer of "East shoe westward shift" is continuing, and many shoe manufacturing bases have been built in the mainland. It is still a long process to reconcile the limited supporting enterprises and the investment environment of the mainland and the constraints of the mainland people. But shoemaking bases must not be built on the spur of the moment, and we must make detailed plans according to the regional economic development.
