According to the announcement of the official website of the Ministry of ecology and environment in September 26th, the Ministry of ecology and environment has consulted the relevant units on the discharge standard of water pollutants in the textile industry. Relevant units may study and submit written comments, and send feedback to the Ministry of environmental affairs by letter or e-mail before October 18, 2019.

The preparation of the draft introduction shows that the effluent from dyeing and finishing industry of textile industry has large volume of water and high concentration of pollutants, which is a kind of sewage which is difficult to deal with. Since the "Twelve / five", the Ministry of ecology and environment has incorporated the dyeing and finishing industry into one of the key environmental monitoring industries, and listed CODCr and ammonia nitrogen as binding targets to increase the intensity of environmental control in dyeing and finishing industry. Although the effectiveness of pollutant reduction in the industry is remarkable, the proportion of sewage discharged from the textile industry accounts for a large proportion of the total industrial sewage discharge. The resource and environment problems remain one of the bottlenecks restricting the development of China's textile industry, and the situation of energy conservation and emission reduction is still grim and arduous.

At the same time, with the spatial agglomeration of textile enterprises in China, the continuous increase of the textile industrial park, the rapid development of production technology and the continuous replacement of related industrial technology policies, some problems have been encountered in the implementation process of the emission standards. Among them, dyeing and finishing textile sewage contains heavy metals, organic halides and other toxic and harmful pollutants, and its environmental risks and impact on the industry can not be ignored.

In the background, in order to further implement the laws and regulations of the People's Republic of China environmental protection law and the People's Republic of China water pollution prevention and control law, improve the standard system of pollutant discharge policies in textile industry, and control the discharge of pollutants in the textile industry more scientifically and effectively, it is necessary to combine the emission and discharge characteristics of pollutants in the textile industry and the four standards of discharge standards for pollutants in textile dyeing and finishing industry (GB 4287-2012), water pollutants discharge standard for silk industry (GB 28936-2012), water discharge standard for pollutants discharged from the textile industry (GB28937-2012), and water pollutants emission standard of the textile industry (GB 28938-2012).
