Recently, the Southeast Asian countries that have attracted much attention in textile circles have made great achievements again.

No matter where they run their businesses, there will always be endless problems and problems. China's textile people are investing in Southeast Asia. Due to cultural differences and other factors, the problem is even more obvious, and the challenges they face are self-evident.

1. More than 1000 workers in Kampuchea are on strike.

On January 15th, from 7 to 10:30 in the morning, there was a general strike in a shoe factory in the Svay Rieng special economic zone of Kampuchea province.

About 2180 workers went on strike to protest that factory owners could not make up half of their wages due to stoppage.

A long time ago, there were more than 1000 workers in a factory in Phnom Penh, Kampuchea. The purpose was to ask the boss for subsidies, or not to work.

It has been said that many of them have worked here for 3 to 5 years, some even more than 10 years, but the factory owners did not give them a subsidy, so they carried out collective strike strikes.

At present, relevant officials of the Ministry of labour are mediating the matter.

About half a month ago, nearly 2000 people's strike took place in a factory in Phnom Penh, Phnom Penh.

It is reported that more than 200 men have been on strike for 3 days in a bid to ask the employers for wage of service age.

It is reported that many workers are sitting on the roadside, while others are standing outside the factory for protest.

According to the pictures at the scene, some people even sat on the ground with Prime Minister Hong Sen and his wife's head.

Some people said that if things were not resolved, they would bring the matter to prime minister Hong Sen.

According to workers, their strike is to require employers to pay them 5% of their working age and pay their wages and other benefits for 2016-2018 years.

According to the latest labour law promulgated by the government this year, workers must pay workers a certain length of service every 6 months. After many consultations with the factory, the workers have not been satisfied with the results. "We hope that the factory will pay us all the working age wages".

After the incident, the authorities intervened in the matter and worked with the two sides to find a solution. After consultation, the factory agreed to pay 5% of the workers' working age wages from January 10, 2019.

The strike lasted until about 2 p.m.

2. Bangladesh garment workers strike several times.

10000 workers strike!

January 9, 2019: Bangladesh, the world's second largest exporter of clothing, has again launched a strike against industrial workers in order to raise the minimum wage.

According to police and trade unions, a worker died in protest, and dozens of other people including police officers were injured.

In September last year, Bangladesh said that the minimum monthly salary for garment workers rose to 8000 Taka in 2019, or about $95, but the industry dissatisfied with the move. Industrial workers wanted to raise their minimum monthly salary to 16000 Taka, or about $191.

At the beginning of the new year, workers in the garment factories in Bangladesh's capital began to strike, and on Wednesday they went to the highway in the industrial town of Savar on the outskirts of Dhaka. The traffic was paralyzed for several hours. Then, the police dispatched high pressure water guns and tear gas to disperse about ten thousand strikers.

50000 clothing workers strike!

About 50 thousand Bangladesh garment workers took to the streets after the general strike in Bangladesh.

The scene clashes at least 1 dead and 50 wounded.

The strikers came from factories such as H&M, WAL-MART, Tesco (Tesco), Hardi (Aldi) and other retailers, and more than 4500 textile mills and garment factories were affected by strikes. The value of their clothing production last year was as high as about 27000000000 euros.

It is reported that Bangladesh police fired rubber bullets and tear gas to some 5000 protesters in Dhaka, killing 1 strike clothing workers and injuring 50 people.

During the fourth day strike, Bangladesh police also used high pressure water guns to disperse 10 thousand strikers who blocked a major highway in Sarwar town.

3, Vietnamese workers strike too fast, the factory is too late to respond.

Vietnam has a significant geographical advantage in the construction of "one belt and one road". As the only country in Southeast Asian countries that is connected to China's land and sea, Vietnam has abundant and relatively cheap labor force, flexible labor laws, similar political system and traditional culture, all of which constitute favorable conditions for Chinese enterprises to invest in Vietnam.

According to data from the Foreign Investment Bureau of the Ministry of investment and planning of Vietnam, the direct investment in Vietnam in 2017 amounted to 2 billion 170 million US dollars (agreement amount), 284 new investment projects, 83 capital recovery projects, 817 capital injection or stock purchase projects, and China's ranking rose to fourth in Vietnam's foreign capital countries or regions, and China is accelerating its investment in Vietnam.

However, when knocking on the door of overseas investment, it is not always a smooth road to meet Chinese enterprises. In the process of "going out", the problem of enterprises being restricted by the employment environment and employment policies of host countries is becoming increasingly prominent, and workers strike frequently.

Vietnam's trade union strength is stronger.

Trade unions have strong organizational capacity and independent action space. At the same time, workers' rights consciousness is also strong. If employees are slightly dissatisfied, they may organize a collective strike, resulting in frequent strikes.

Vietnam is also a member of the p Pacific Partnership Agreement (TPP). According to TPP's request, Vietnam allowed strikes and organized independent trade unions, such as the famous shoe giant Baocheng's factory in Vietnam, which had encountered several large-scale strikes.

Invest and build factories in Southeast Asia

How difficult is it?

One

Workers' base salary rose to $182

Formally implemented since January 1, 2019.

In October of 18, Kampuchea ended the three party negotiations. The Ministry of labour officially announced the base salary for $177 in 2019. On the basis of this, Premier Hong Sen increased $52019 base salary to $182.

When Premier Hong Sen expressed his condolences to the workers, he stressed that the workers could get the minimum wage of about 182 dollars at the moment, but it still could not satisfy the needs of the workers.

Earlier, Premier Hong Sen also said that the minimum wage of workers will be raised every year, and it is expected to increase to at least $250 by 2023.

Two

Factory owner since January 1st

You must pay two times a month.

To be careful

Premier Hong Sen, who had previously met with 15 thousand workers in the "drainage channel" of cotton Zhi District, announced that the government will implement the half month salary system from January 2019, and the national factory must pay wages to the workers every two weeks.

It is said that "the implementation of half a month salary system will cause workers to easily spend their money".

Clothing and footwear factories have called on the government to simplify the pay system every two weeks to reduce the burden on the administrative work of the manufacturers.

Manufacturers said that the implementation of half a month salary system is bound to increase administrative workload, but also to manufacturers cash flow burden.

Three

Facing the threat of EU withdrawing tariffs

To be careful

In October 5th this year, the European Union announced that it would start the procedure to withdraw the preferential tariff treatment of EBA from Kampuchea and Burma (except weapons), which means that Kampuchea will lose the preferential trade position provided by the European Union (except for all weapons).

In 2017, Kampuchea's total exports to the EU amounted to US $5 billion 700 million, and all export products received preferential tariff treatment.

If not, Kampuchea needs to pay more than 500 million of the tax to the EU market.

In this way, the advantages of Kampuchea will disappear and the bosses will be forced to evacuate.

In addition, the Minister of foreign affairs and international cooperation of Kampuchea will attend the Asia Europe meeting next month. She will then hold talks with the director general of the European Union and hope that Kampuchea will continue to receive EBA tariff treatment, which has become an urgent problem for Kampuchea.

Four

Workers fainted and strike frequently occurred.

To be careful

For most people, the collapse of workers in Southeast Asia is no longer a novelty. The reasons for workers' fainting are often very wonderful. The workers' physical quality is bad. Otherwise, they can faint when they smell the smell of gasoline and chicken excrement. They can faint when they hear the alarm and the tire explosions. Even when they hear others speak loudly, they can also be scared.

It is worth mentioning that in Kampuchea, workers fainting factories not only have to bear the cost of medical treatment, but if a large number of workers fainted while working in their enterprises, the factory owners will also face legal proceedings. Workers strike, factories still require the boss to pay wages, and if he fails to deliver the goods to the subscribers within the expected period, he will also have to pay damages to the subscribers, and the factory will suffer huge losses.

Finally, to deal with the strike incident at the boss of the foreign factory,

1., the management was tolerant of the moment and tried to calm the mood of the labour force temporarily. Local cadres and public security officials were asked to help to scatter the crowd as soon as possible.

2., do not irritate your employees any more. When labor disputes arise, we should try to stabilize the workforce as soon as possible, and do not annoy the employees any more. At this point, non foreign cadres should never be able to act vigorously or argue vigorously. Otherwise, they will easily cause public indignation, which will lead to a surge of workers' mood and make the situation uncontrollable.

3. request for Public Security Assistance: maintain social order and make public security force the most important. Therefore, our business should maintain good concern with public security. When there are strikes, public security can help to restore factory order at the first time.

4., as soon as possible, please contact the labour department and the trade union and the representatives of the strike staff actively to negotiate the strike. After the public security assistance helps restore order, the next step is to consult with the competent labour department and the trade union and the representatives of the striking employees.

The labor authority usually requires both labor and capital to comply with the labor laws and regulations. If our business really or complies with the labour laws and violates the decrees, it will be generally concluded that the strike can be roughly concluded at this stage.

5., if the strike can not be resolved for a long time, there will be serious violations of the labour law.

At this point, it is advisable to contact the nearby Chinese factories, the Chinese Chamber of Commerce and our overseas counterparts for assistance in order to solve problems by seeking experience and relationship.

Finally sigh, "it's not easy to run factories. It's even harder to run factories abroad.

The bosses will continue to fuel in the new year.
