The failure rate of quality and safety projects remains high.

In June 30th, experts from the Jiangsu inspection and Quarantine Bureau said that imported garments began to carry out legal inspection in January 1, 2011 and failed to import in 2015.

The main sources of clothing products are Bangladesh, Italy, India, Turkey, China (export re import), and Indonesia and the United States.

Us batches fail the highest rate.

It is reported that the imported garments include: infant clothing, children's clothing, knitwear, some adult tatting garments (T-shirts, underwear, shirts, cotton or woolen trousers) and so on. Nowadays, the number of imported garments is increasing. The annual sampling rate of the imported samples of the market by the AQSIQ is up to 20%.

According to the staff of the Jiangsu inspection and Quarantine Bureau, the quality of the imported garments was the largest in the 2015 batch of Bangladesh, which accounted for 13.35% of the total quality of the imported garments, which accounted for 13.35% of the total number of disqualified batches. In 2014, Italy ranked the top of the list; the second group was Italy, 107 batches, accounting for 11.71%; third were India, 100 batches, 10.94%; fourth for Turkey, 99 for 10.83%, 10.83% for China (export for re importation), and for Indonesia, accounting for.

But if we look at the other dimension, that is, the unqualified rate of batches, the most serious countries are still the same as the United States in 2014, with an unqualified rate of 10.28%, followed by Korea, China (export re import) and Italy, which are 7.55%, 5.17% and 4.93% respectively.

Foreign clothing is also easy to "acclimatized".

In the eyes of the traditional people, the quality of imported clothing should be "bar". What is the reason for the failure?

According to the inspection and quarantine experts, the main reasons for the failure of imported textile and garment products in 2015 were: color fastness, pH value and formaldehyde content exceeding the standard. The total three accounted for 79.5%.

Other unqualified reasons include incorrect or missing safety label labels, containing banned decomposable aromatic amine dyes and unqualified fiber contents, which account for the remaining 20.5%.

The most unqualified items were color fastness, pH value and formaldehyde content.

The main reasons are: first, the standard requirements are different.

Many foreign countries, including Europe and the United States, do not specify the requirement of pH value. The requirement of color fastness is measured as a physical property index. However, these two indicators are determined as safety and health indicators in China.

Two, production is difficult to meet the target requirements.

Chinese people like brightly colored clothes, and the dark fastness of natural fibers such as cotton, silk and wool is generally more difficult to meet the requirements of grade 3-4 and grade 4.

Other Southeast Asian countries have failed to save costs.

For example, some Southeast Asian countries may not deal with fabric pretreatment, shrink after dyeing and finishing, reduce dyeing temperature and dye time, so as to reduce dyeing cost, resulting in color fastness and pH value being unqualified.

As for countries like the United States and Italy, in order to meet the stringent environmental and energy consumption requirements, fabric producers can easily reduce the amount of flooring in the finished products due to the reduction of emissions and cost and the inadequate flow of water treatment processes or water flow, resulting in unqualified color fastness and excessive formaldehyde.

How to deal with unqualified clothing?

Disqualification of safety and hygiene projects

Direct withdrawal or destruction

For the unqualified imported garments, how did the inspection and quarantine department deal with it? The staff of the Jiangsu inspection and Quarantine Bureau said there were two main ways: for Chinese labels and fibers with unqualified products, they could be imported after rectification.

If the safety and hygiene items are not qualified (such as color fastness, pH value, formaldehyde content, AZO), all products will be returned or destroyed.

In mid September last year, an enterprise in Kunshan imported 93 boxes of men's knitted T-shirts with a value of 270 thousand yuan.

The Kunshan inspection and Quarantine Bureau found that the formaldehyde content reached 78 milligrams per kilogram, which exceeded the national standard.

This year, the Shanghai inspection and Quarantine Bureau concentrated on destroying more than 12.3 pieces of imported garments and weighing about 3.8 tons, including some famous brands such as BOSS and VERSACEJEANS.
