The data show that the export of textile shoes and hats is affected by foreign technical trade measures in the top five industries, and the total export trade of textile shoes and hats is directly lost by US $5 billion 541 million, accounting for 8.9% of the total direct loss.

Relevant departments and enterprises should take effective measures in a timely manner and actively respond to foreign technical trade measures to ensure stable export of China's textile shoes and hats.


It is understood that in 2011, 35.16% of the export enterprises were affected by foreign technical trade measures to varying degrees; the total export trade directly lost 62 billion 259 million US dollars, an increase of US $4 billion 18 million over 2010, accounting for 3.27% of the total export volume in the same period, a decrease of 0.42 percentage points compared with that in 2010, and an additional cost of $25 billion 962 million for enterprises to cope with foreign technical trade measures, up 1 billion 571 million US dollars over 2010.


In February 2012, the International Department of the General Administration of quality supervision, inspection and quarantine, together with the standards and regulations center, randomly selected 2600 export enterprises nationwide, and conducted a questionnaire survey on the impact of foreign technical trade measures on China's export enterprises from the aspects of industries, regions, nature, scale, export country, trade loss, and technical trade measures of enterprises in 2011.

According to the sample survey, the percentage of direct losses in the top five countries and regions that affect the export of Chinese enterprises is 34% (US), 31.1% (EU), 9.9% (Japan), 6% (Middle East) and 4% (Canada) respectively.

The percentage of the top five industries affected by foreign technical trade measures accounted for 34.2% of the total direct loss, including 20.4% (chemical and electrical equipment), 14.7% (agricultural products), 13.8% (toy furniture), 8.9% (textile shoes and hats).

The percentage of direct losses in the top five provinces (municipalities directly under the central government) affected by foreign technical trade measures is 30.4% (Guangdong), 26.3% (Shandong), 19.6% (Zhejiang), 9.9% (Jiangsu) and 2.6% (Beijing).


The sampling shows that the types of technical trade measures affecting the export of industrial products by our main trading partners are concentrated on five aspects: certification requirements, technical standard requirements, toxic and hazardous substances limit requirements, label identification requirements, packaging and material requirements.


Breaking barriers together


Under the background of the global financial crisis and the increasingly fierce international trade frictions, the technical barriers to trade abroad are considered to be the main obstacles encountered by enterprises in the export after the exchange rate, and continue to be highly concerned by enterprises.

In the face of intensified foreign trade measures, both Chinese government departments and foreign trade enterprises must pay close attention to and respond positively.


Adverse effects should be kept to a minimum; industry self-discipline should be strengthened, good trade order should be maintained, commercial ethics and market rules should be adhered to, business activities to be disrupted at low prices and other disruptions in export order should be actively followed up; changes in the market environment in foreign countries should be strengthened; changes in foreign market environment should be promptly understood; development of new and high technology and pformation of traditional industries should be continuously made; the development mode of foreign trade production should be continuously changed; product structure should be adjusted; efforts should be made to improve the quality and added value of export products, enhance the international competitiveness of manufactured goods in China; adhere to the strategy of "product diversification" and "market diversification", and change exports as soon as possible, relying on the pattern of developed countries such as the United States, the European Union and Japan, and actively developing new export markets such as Africa, the Middle East, Central Asia, Eastern Europe, Russia and ASEAN, so as to minimize and disperse trade risks. China's foreign trade export enterprises should promptly follow the new trends and new regulations of the development of foreign technical trade measures, formulate targeted countermeasures in time, take the initiative to evade and guard against risks, and bring foreign technical trade measures to China's foreign trade.


The monitoring of conditions and the competitiveness of export commodities, and collecting information on various technical trade measures from abroad to provide information consulting and training for enterprises, actively helping enterprises to provide technical services across foreign technical barriers, strengthening the construction of standard system and certification and accreditation system, strengthening multilateral or bilateral consultations, making full use of the WTOTBT/SPS Committee and relevant platforms to negotiate, and actively maintaining and striving for our interests. According to the principle of WTO, we can raise objections to the unreasonable contents of technical trade measures, and strive for the initiative and convenient conditions for export. Besides carrying out multi-level foreign exchange, the government should conduct in-depth cooperation with intermediary organizations and enterprises in information collection and sharing, joint litigation, legal defense, fair trade training, and subject research, and establish a long-term mechanism of linkage. At the same time, the relevant government departments should establish a sound early warning and quick response mechanism for technical barriers to trade, and actively strengthen technical access to the international market.


In addition, government departments, trade associations and export enterprises should strengthen communication and cooperation. Various trade organizations should give full play to the role of bridges and ties, encourage and support enterprises to deal with foreign technical barriers, and actively seek government support and help, so as to provide decision-making basis for production, operation and export of enterprises.
