The notice also asked for a lower toll.

For toll roads with high toll rates, high operating income and concentrated social concentration, the provincial people's governments shall organize relevant departments to reduce toll fees according to the principle of operating roads to recover investment and reasonable returns, repay loans on time by government repaying loans and meet the needs of maintenance and management funds.

At the same time, the government should change the government's loan repayment highway to the construction and management of the operating highway.

Unauthorized acts of checking or charging cards on highways must be resolutely banned and the legal and administrative responsibilities of relevant personnel should be strictly investigated.


The local regulations and normative documents on toll roads issued by various locates should be cleared up to solve the problems that are obviously not suited to actual needs in the existing laws and regulations, inconsistent or inconsistent with the provisions before and after, and the expiration date of documents, so as to ensure the completion of relevant works by the end of April 2012.
