Dear Prime Minister Naoto Kan,

Dear colleagues,

I am very pleased to meet with my colleagues in Yokohama to explore the economic development plan for the Asia Pacific region.

With the concerted efforts of the international community, the world economy is slowly recovering, but the foundation for recovery is not solid and the process is uneven.

The overall economic development momentum in the Asia Pacific region is better and has become the main driving force for the sustainable recovery and growth of the world economy.

At the same time, the economic development of the region is also facing some difficulties and challenges. The employment situation in developed countries is grim. Emerging market countries are facing asset price bubbles and inflationary pressures. The least developed countries are in a difficult position, and the structural adjustment of their members is a long way to go.

In addition, various forms of protectionism are notably enhanced, climate change and food security.

We should adapt ourselves to the changes in the world and regional economic situation, scientifically analyze the realistic and long-term needs of world economic growth, grasp the law of growth, innovate the concept of growth, pform the mode of growth, solve the problems of growth, improve the quality and efficiency of growth, strive to solve the outstanding contradictions in economic and social development, solve the outstanding problems related to the vital interests of the people, and achieve better and faster economic development in the Asia Pacific region at a higher level.

To this end, the following efforts should be emphasized.

(1) promote balanced growth and create conditions for the long-term development of the economy.

We should strive to achieve balanced growth of different regions and industries among members, and strive to achieve balanced growth among different members. At the same time, we should increase investment to help developing members to achieve full development and narrow the gap between North and south.

China proposes to convene the first APEC Ministerial Conference to further promote forestry cooperation in the Asia Pacific region.

We should strengthen cooperation in demonstration projects of low-carbon cities and towns, and promote cooperation in energy conservation and emission reduction and energy efficiency enhancement.

We hope that all parties will take an active part in it.

This year is the last deadline for APEC member members to achieve Bogor's goals, which is milestone in the APEC development.

Since 1994, under the guidance of Bogor's objective spirit, APEC has actively promoted liberalization and facilitation of trade and investment, accelerated regional economic integration, and strengthened economic and technological cooperation, which has played an important role in narrowing the gap between member development and promoting common prosperity among members.

Over the past years, we have been united and committed to the development of the international situation. No matter how the international situation is changing or how the regional situation develops, we have not wavered in our efforts to achieve the goals of Bogor. We have made common sense and gradual progress. We have respected the differences among members, taken care of the comfort of all parties, properly handled differences, and worked hard to promote cooperation in various fields. We have overcome difficulties and challenges, successfully overcome the adverse effects of the Asian financial crisis and the international financial crisis, and faced various risks and challenges, maintaining stable and rapid economic development in the region. We are pioneering and innovating, keeping pace with the times, innovating the concept of cooperation, improving the way of cooperation, improving the way of cooperation, enriching cooperation content and improving the quality of cooperation so that APEC can effectively cope with the new task and task of economic development in the region. 16

Under the new circumstances, APEC should continue adhering to the spirit of Bogor's goal, take the initiative to adapt to the new situation, actively respond to new challenges, give full play to its own advantages, constantly reform and improve, and play a greater role in the following areas.

First, continue to promote liberalization and facilitation of trade and investment and speed up regional economic integration.

Trade and investment liberalization and facilitation are the driving force for economic development in the Asia Pacific region.

We should take this year's Bogor target review as an opportunity to promote trade and investment liberalization and facilitation cooperation, and accelerate the convenient flow of goods, services, personnel and capital in the region.

We should take concrete actions against all forms of protectionism, and continue to undertake and strictly enforce new restrictions on commodities, investment and services.

In accordance with the principles of maintaining Doha's authorization, locking the existing achievements and basing on the existing negotiating texts, we will promote the Doha Round negotiations to achieve comprehensive and balanced results and achieve the development goals as soon as possible.

We support accelerating the in-depth study of the Asia Pacific Free Trade Area, advancing step by step at different levels and in various ways.

Second, speed up the implementation of growth strategy and improve the quality of economic growth.

The growth strategy formulated by this conference is the guiding principle and guideline for economic development in the Asia Pacific region in the coming period.

We should have a deep understanding of the importance of economic growth strategy, enhance the initiative and firmness of implementing the strategy, implement it through various forms such as policy exchange, capacity building and cooperation projects, constantly sum up experience in practice and adjust and improve in development.

APEC should strengthen coordination among all the agencies, form joint efforts, strengthen cooperation with the group of twenty and other mechanisms, give full play to its advantages and complement each other, so as to accelerate the recovery and growth of the Asia Pacific region's economy and the world economy.

Third, we should strengthen economic and technological cooperation, enhance the independent development capacity and endogenous driving force of developing members.

Strengthening economic and technological cooperation and narrowing the gap between development are fundamental requirements for the development and prosperity of the Asia Pacific region.

We should establish the concept that human resources are the first resource of economic and social development, and focus on strengthening cooperation in the field of human resources development.

China has decided to work together with all members to develop APEC Skills development projects, establish APEC Skills Development Promotion Centers, and help developing members strengthen human resources capacity-building.
